City of New York Senior Investigator, Registration in New York, New York

Job Description

This position will be assigned to work at The Mayor's Office of Special Enforcement (OSE). OSE, housed within the Mayor’s Office of Criminal Justice, is responsible for coordinating enforcement efforts across City agencies to address complex quality of life issues, including illegal conversions of residential buildings into hotels, adult use and illegal massage locations, and emerging issues. OSE ensures that these enforcement efforts (including inspections, litigation, outreach, and education) are leveraged across all five boroughs to address dangerous conditions at properties that require a coordinated multi-agency response. OSE staff members include fire prevention inspectors, building inspectors, investigators, deputy sheriffs, and attorneys.

OSE was also designated as the administrating agency for the City’s Short-Term Rental Registration Law (Local Law No. 18 of 2022) (“the Registration Law”), which went into effect January 9, 2023, and both require short-term rental hosts to register with the City and prohibits on-line booking service platforms from processing unregistered transactions.

OSE seeks to hire two experienced, talented, and highly motivated individuals to serve as Senior Investigators. The Investigators’ duties will be focused on the Registration Law, including the following responsibilities:

  • Review and process applications for registration from hosts and submissions from building owners and make determinations;

  • Create protocols for processing applications for registration and conducting investigations related to violations of the Registration Law, New York Administrative Code, and New York State Multiple Dwelling Law;

  • Provide training to employees on the proper use of record keeping databases and web-based programs;

  • Conduct on-line research, investigation, and evidence gathering for advertisement and offering of illegal short-term (less than 30 days) rentals across the City;

  • Conduct compliance checks to verify consistency and conformance with the Registration Law;

  • Issue administrative summonses based on violations of the Registration Law, New York Administrative Code, and New York State Multiple Dwelling Law, prepare evidentiary packages, and testify before administrative tribunals or courts;

  • Utilize various databases and web-based programs to verify and gather information and research public records;

  • Organize, generate, and prepare electronic and paper records and files based on complaints received, inspections conducted, violations issued, or other investigative records;

  • Perform fieldwork including serving and/or posting summonses and violations;

  • Assist in the creation of OSE reports in conjunction with the research team;

  • Attend and participate in community and stakeholder outreach;

  • Participate in investigative operations as required in support of enforcement actions and testify at administrative and court proceedings;

  • Interview subjects and witnesses, gather, analyze and develop intelligence, write narrative reports, and be responsible for a caseload of investigations;

  • Respond to telephone and in-person inquiries;

  • Handle large and complex cases related to the processing of applications for registration;

  • Actively undertake and participate in special projects and assignments; and

  • Any other duties, as assigned.

UNLESS THE LISTS FOR ASSOCIATE INVESTIGATOR ARE EXHAUSTED, ONLY PERMANENT ASSOCIATE INVESTIGATORS, APPLICANTS WHO ARE REACHABLE ON THE ASSOCIATE INVESTIGATOR CIVIL SERVICE LIST, AND APPLICANTS AS INDICATED BELOW WILL BE CONSIDERED WILL BE CONSIDERED.

Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.

Qualifications

  1. A four-year high school diploma or its educational equivalent and five years of satisfactory, full-time experience as an investigator evaluating credit worthiness, searching for assets, verifying information concerning education, experience, and other personal qualifications bearing upon character and fitness for employment, or performing investigations involving the research, compilation and/or location of evidence or information in order to build a case or uncover activities of a criminal, corrupt, unlawful or unethical nature; or

  2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory, full-time experience as described in "1" above; or

  3. A baccalaureate degree from an accredited college and two years of satisfactory, full-time experience as described in "1" above; or

  4. Education and/or experience equivalent to "1", "2", or "3" above.
