*This position is eligible for telework which is currently one day per week. New hires are eligible to apply for telework 30 days after their effective date of hire.

SUMMARY

Oversee the project management and administration of the different MTA video surveillance programs and projects. Implement the developed strategies to streamline all MTA’s video operation, retrieval, and design processes; provide support to the MTA Office of Security and operating agency stakeholders in developing new video system programs, deployable solutions, both at fixed asset and on-board rolling stock. Represent MTA HQ Office of Security in technical/operating discussion in video management operational procedures and business practices, ensuring MTA investment stays aligned with the established MTA Security System Governance Framework. Assist the Director to provide direction, guidance, and coordination within the MTA Unmanned Aerial System (UAS) operation and UAS detection program. Manage the distribution of video resources, as well as respective video data sharing agreements with internal and external stakeholders. Assist the MTA Headquarters (MTAHQ) Office of Security to facilitate the continued improvement of video systems, expand the usage of Artificial Intelligence (AI), Video Analytics and UAS in day-to-day operations. Manages subject matter experts and agency team members that support the department.

RESPONSIBILITIES

• Execute project initiatives that align with the MTA strategic focus and ensure all efforts align towards the agency vision. Manage the implementation of long-term project initiatives such as video analytics developments and other automation. Develop project scopes and investment justifications for security projects to address identified gaps, including new method of deploying video systems, as well as long term video archives/storage. Perform scope analysis, design reviews, project certifications, etc. for security projects and other projects with inherent security elements. Partner with IT to ensure the latest core IT technology requirements are woven into the MTA security video program and UAS program development roadmap.

• Lead the continual update of camera governance document within MTA, ensuring all projects follow the standards set forth by the All-Agency Electronic Security Program (AAESP) Governance Committee. Review operating agencies requirements and provide project scope development and delivery support on different legacy video system conversions/upgrades. Test and recommend alternative solutions t to expedite the deployment of security video systems needed to mitigate evolving security risks.

• Establish standards on the viewing, processing, analyses, distribution, constituent requests, and administrative processing of all MTA Security video data management systems including consolidation of all video data distribution programs. Manage daily operating environment to ensure that that video distribution process is consistent across all agencies while ensuring that all laws are followed in meeting chain of custody, FOIL (Freedom of Information Law) requests, civil litigation needs, law enforcement investigations, and other video requests for overall management of all video requests across the MTA Security agencies. Partner with MTA IT to perform routine and required system administrative tasks. Establish a communication framework with each operating agency personnel on video access, request, permission and ensure all aspects of the enterprise video system are operating as intended. Provide video management operational guidance to the security operation team supporting all MTAHQ managed locations (2 Broadway, Business Service Center, all Medical Assessment Centers, and potentially others).

• Support the Director/Deputy Director at both technical and operational meetings with internal constituents as well as external stakeholders. Represent the MTAHQ on agency-wide security projects work groups and committees including the AAESP governance committee. Engage external academic and industry standard research group to benchmark and share best practices on AI Video Analytics development and capabilities. Continual support to critical video analytics programs currently developed by MTA HQ (Fare Evasion Detection, Intrusion Detection & Erratic Behavior).

• Lead discussion with UAS manufacturers and embedded subject matter experts (SME) to develop new features and use cases to further expand the MTA video analytics, Unmanned Aerial System (UAS) operational and detection capabilities. Develop programs to address efficiency and coordinate with MTA IT to develop long term video storage solutions for both fixed as well as non-fixed video assets (Stations, Rolling Stock, Bus, and UAV generated video data). Maintain a constant presence with the UAS system manufacturer community on long term feature requests that benefit the MTA UAS program. Assist the team with regular administrative tasks to support the MTA UAS mission management platform. Provide guidance to MTA stakeholders interested in using UAS to conduct operations, review and ensure proposed UAS mission meets the required governmental regulations (Federal Aviation Administration part 107), state and local ordinances, in addition to the respective MTA UAS policies and procedures.

• Provide project scope and delivery support to pilot new video system, cameras, video analytics, UAS platform, detection sensors and its associated computing technologies; enhance the MTA Security’s ability to adopt A.I, Video Analytics, and other Generative AI technologies to align toward MTA’s vision toward automation. Develop pilot test plans and establish system acceptance baselines. Direct consultant/SME project personnel to regularly audit and ensure all deployed AI products are performing at the prescribed acceptable accuracy; provide direction to MTA executives and key business units to validate the data generated by video analytics devices for business decision purposes. Provide support to the Director on policy, procedural development on the use of Video Analytics technologies and associated privacy concerns; co-author the MTA UAS operating procedures, as technologies continue to advance and new capabilities are introduced.

• Manage, lead, and motivate personnel within the department. Provide prompt and effective coaching and counseling of staff within the span of control of the role. Create a professional environment in all aspects of work duties that respects individual differences and enables all employees to develop and contribute to their full potential. Proactively introduce and provide opportunity for team members to enhance their technical understandings of related video technologies and related concepts. Communicate effectively to all members of the team to explain complex technical concepts and ensure maximum efficiency.

• Must have experience with working with video surveillance, UAS systems, including video analytics and other industry standard security technologies.

• A current driver’s license is required to operate company vehicles.

EDUCATION & EXPERIENCE

• Bachelor’s degree in Security, Homeland Security, Robotics, Electrical/System Engineering or a related field, or an equivalent combination of education and technical experience may be considered in lieu of a degree. An advanced degree in a related field may be substituted for a maximum of two years’ related experience; and

• Minimum of five (5) years’ experience in physical security system or UAS systems project deployment, with at least two (2) years in a project manager/leadership role in a multi-faceted, organization or governmental body preferred, or a minimum 2 year of supervisory experience.

• Minimum of three (3) years of experience in planning, developing, and implementing plans and programs, including developing standards, policies, and procedures. At a minimum , one year of experience must be in the arena of video systems, UAS, video data distribution in a multi-faceted organization or governmental body.

PREFERRED:

• An advanced degree in a related field.

• A working knowledge of project management principles and experience in complex or technology project management. An accredited certification (PMP, PSP, CSPM) or working toward such certifications strongly preferred.

• Active certification with FAA part 107 sUAS RPIC or attain such certification within one year of employment.

• A strong understanding of industry standard video technologies including encoding, compression, and other related operational technologies.

• Knowledge of foundational cyber security practices and concepts.

• Knowledge of the latest federal UAS regulations a plus.

• An understanding of current Video Analytics/Machine Learning concepts.

• A working knowledge and understanding of the following are highly desirable: Federal, State, and NYC security and penal regulations and laws.

• Familiarity with the MTA’s policies and procedures.

• Familiarity with the MTA’s collective bargaining procedures.

GENERAL:

• May need to work outside of normal work hours ( i.e., evenings and weekends)

• Travel may be required to other MTA locations or other external sites.

• May need to respond to emergency situations on a 24-hour basis.
