Job Description:

Parsons is managing one of NYCDOT’s largest and most significant projects and we’re looking for the right Program Director to bring this project to its next phase. Parsons is one of the world’s largest transportation planning, engineering, and construction firms, and we’ve been using that expertise and professionalism to improve New York for the past 100 years.

Brooklyn-Queens Expressway Project

Since 2017 our team has been providing preliminary design, and will ultimately deliver final design and construction support services, for the rehabilitation and/or replacement of approximately 1.5 miles of the Brooklyn–Queens Expressway I-278 (BQE) in Brooklyn, New York. Twenty-one bridges exist along the length of the expressway, including a unique half-mile-long, triple-cantilever structure. The project extends between Sands Street on the east and Atlantic Avenue on the west, including the entire Atlantic Avenue interchange in Brooklyn. It is situated among some of the densest urban environment in North America, with pervasive public and private geometric congestion. Its complexity contributes to tunnels, subway facilities; large sewers; privately owned, multistory structures, and extremely heavy traffic. Severely over-constrained, the New York City Department of Transportation has been looking for a building information modeling solution.

Parsons is looking for a Senior Program Director on the BQE Project to join our team! In this role you will get to complete the Environmental Impact Statement phase of this major project in the borough of Brooklyn, and see the project through construction. Through your leadership and collaboration, you will work directly with upper levels of the NYCDOT, NYSDOT, FHWA, the Mayor’s Office and other local stakeholders. Internally, you will provide direction and management to both a large Parsons team and Parsons’ partner firms to ensure on-schedule completion within or below budget in accordance with contractual obligations.

The ideal location for this this job is in our New York City office and for the right candidate a hybrid option is available.

What You’ll Be Doing

  • Be the Company representative, and act as an advisor to the NYCDOT and Mayor’s office with regards to project goals, codes and standards.

  • Responsible for the scope development, scope management and commercial performance of the project to meet project goals and objectives.

  • Deliver complex EIS related materials.

  • Develop final design details, or alternatively, design-build bridging documents for transportation projects >$1B.

  • Oversee the establishment and implementation of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.

  • Mobilize company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.

What Required Skills You’ll Bring

  • 4-year Degree in Civil or Structural Engineering, or equivalent policy and/or construction experience

  • 20+ years engineering work on infrastructure projects

  • Delivered an EIS for a complex, urban transportation project >$1B

  • Demonstrated success collaborating in dynamic, multi-stakeholder environments

What Desired Skills You’ll Bring

  • Professional Registration, P.E., preferred

  • Construction experience in a dense, urban environment, with New York City preferred

  • Proven ability to perform in a management capacity

  • Have excellent written and oral communications skills

Salary Range:

$165,000.00 - $310,000.00
