Summary: Reporting to the Sr Director, provide supervision and oversight of daily activity supervising Manager and Instructional Design and Development (IDD) Senior Training Specialists. Paramount to the development of successful rail training programs, directs the assessments for both instructors and trainees, works with stakeholders to design/re-design or develop courses and curricula/training materials, implements and evaluates technical training programs to enhance Instructors/Trainees' learning and development.

Roles and Responsibilities

  • Leading by example, supervise IDD Manager and Senior Training Specialists in the planning, directing, and distribution of work.

  • Partners with stakeholders to create engaging adult learning material and course content for technical training programs including Locomotive Engineers, Assistant Conductors, and Mechanical-Technical Training Programs.

  • Oversees the provision of technical support and assistance to rail training specialists in the use of learning management systems (LMS) and eLearning software. Designs and plans a level of efficacy measurements for all programs.

  • Develop exercises and activities that enhance the learning process by using best practices in learning technologies and instructional design.

  • Creates supporting material/media, including audio, video, and simulations, that create modes of assessment that measure the effectiveness of the course(s).

  • Collaborates with subject matter experts (SMEs) and training specialists to translate content and develop training material using educational technology, creating interactive and self-paced training modules on selected topics. Also, collaborates with business partners to ensure training meets the needs of the individual stakeholders.

  • Translates content provided by the lead Instructor and identified SME’s and maintains project documentation and course folders for department recordkeeping.

  • Partners with Managers, training programs, Principals, and Instructor SMEs in the design and development of high-quality, innovative training solutions, using both traditional and emerging methods with a strong emphasis on sustainability. Focusing on building a best-in-class training team while coaching and developing direct report(s) on instructional design pedagogies.

  • Monitors course delivery and program effectiveness to ensure learning outcomes are achieved. Solves problems and develops and executes action plans for complex training programs.

  • Develops training content with SMEs in compliance with FRA and CFR Part 243 guidelines.

  • Conducts timely annual performance appraisals and goal-setting for direct reports.

  • Promptly conducts annual performance appraisals for direct reports and designs development plans for employees within supervisory scope.

  • Responsible for overseeing budget allocation and financial management for the IDD business unit.

  • Perform other duties as assigned or directed.

Education, Experience, and Qualifications:

Minimum:

  • Bachelor’s Degree in Instructional Design, Liberal Arts, Business Administration, Education, or related area.

  • Ten (10) years of combined directly applicable experience in –Instructional Design in an operations setting, instruction in a technical or developmental setting. And direct experience as Conductor/Locomotive Engineer or subject matter expert in Mechanical/Infrastructure/Technical Engineering

  • Demonstrated supervisory skills and ability to engage and motivate employees in a collaborative manner, effective communication skills, and the ability to develop effective business partnerships with various stakeholders.

  • One year of closely related experience can be substituted for each year of education required.

    Preferred:

  • Master’s Degree in Instructional Design, Business Administration, Industrial Arts, Education, or related areas.

Knowledge and Skills:

Essential:

  • Experience teaching technical training programs and in-depth knowledge of learning theories and instructional design models with experience in managing project timelines.

  • Ability to demonstrate extensive comprehension of content redesign and instructional adult learning principles required.

  • Proven ability to effectively supervise, coach, motivate, and mentor employees.

  • Exceptional written and verbal communication skills, along with the ability to deliver training materials in clear, concise terms, are required.

  • Demonstrated experience instructing in both a classroom and remote learning environment.

  • Expertise in using Microsoft Office Tools (i.e., Microsoft Word, Access, Excel, and Powerpoint), remote learning platforms (i.e., Zoom, Teams), Exam/Quiz tools (i.e., Articulate, SmarterProctoring), etc.

  • Understanding of Learning Management Systems (LMS) and distance learning platforms with an in-depth understanding of traditional and modern training methods (including workshops, simulations, e-learning, and remote learning.)

  • Proven ability of cultivating strong business relationships both internally/externally to drive business improvements.

    Preferred:

  • Advanced technology experience with multiple learning management systems and design software.

  • Experience in change management processes and implementation.

Certificates, Licenses, Registrations

  • Appropriate certification (Instructional Design Certificate) In-person/Office/Remote as needed.

Working Environment:

  • In-person/Office/Remote as needed.

Other Conditions:

  • Ability to work on computer both remotely and office environment.

  • Ability to stand during in-person training sessions as needed to observe and instructor Instructors/Trainees.

  • Ability to climb onto all types of locomotive cars to observe Instructors/Trainees during fieldwork exercises.

  • Ability to walk track distance (approx. 1 mile) as needed during field training to observe Instructors/Trainees.

  • Flexibility to work as needed including evenings and weekends.
