Job Description:

Roles and Responsibilities:

  • Serves as liaison and central point of contact for NJ TRANSIT’s Procurement department to ensure submissions to the Procurement office are accurate and complete.

  • Works with the Procurement Office to troubleshoot any issues and facilitates resolution, holding regular meetings with Procurement, Office of Business Development, Division of Law and Capital Programs staff.

  • Oversees and provides support to program and project managers including but not limited to, reviewing contract documents, including price and cost analyses, negotiation plans, Program Manager memoranda, and other documents for submission to NJ TRANSIT’s Procurement office in accordance with federal and state rules.

  • Oversees the administration of the Capital/Procurement Power BI reporting dashboard for general staff use.

  • Prepares and updates procurement log/status reports reflecting the status of contracts within the Capital Programs department.

  • Manages and secures departmental approvals for project submission materials.

  • Ensures the effective administration of Task Order Consultant contracts as directed by NJ TRANSIT policy and coordinates with other departments to expedite task order assignments.

  • Participates in negotiations, bid proceedings, including pre-bid conferences and site visits, to the extent requested by the Procurement office or the program and project managers.

  • Represents Capital Programs at meetings and on committees as needed.

  • Conducts special assignments as needed.

  • Performs support duties as required, including providing information, data, and recommendations to allow management to make informed decisions.

  • Other duties as assigned.

Education, Experience and Qualifications:

  • Bachelor’s degree in Business, Public Administration, Law, Engineering, Economics, IT or related area and 5 years of related experience.

  • One year of closely related work experience can be substituted for each year of education required.

  • A Master’s degree may be substituted for two (2) years of experience.

Knowledge and Skills:

Technology:

  • Must be able to work proficiently in the following Systems of Record: ECMS, Microsoft Office Suite (Outlook, Access Databases, Excel Spreadsheets, Word, PowerPoint, Project, Teams), Adobe, Oracle ERP, Kronos, Bid Express, and other systems in use or under development. Systems may change over time.

Procurement-specific:

  • Must be able to adhere to Key Performance Indicators (KPIs) to ensure on schedule project delivery. Must also be experienced in contract writing and have working knowledge of public procurement statutes and regulations.
