JOBS AVAILABLE THROUGH THE ALASKA LOCAL HIRE PROGRAM PUBLIC LAW 96-487 Bering Land Bridge National Preserve is accepting applications for one, permanent, full-time, Tribal Liaison, GS-0301-11 position. More than one position may be filled via this bulletin. POSITION Tribal Liaison, GS-0301-11 $39.27 - $51.05 per hour, plus a 3.21% Cost of Living Allowance (COLA), which is subject to annual review and adjustment. DUTY LOCATION Nome AK APPOINTMENT INFORMATION: Permanent, full-time. Employees can be converted to the competitive service after two years of satisfactory service in the same appointment, and upon meeting all regulatory requirements. DUTIES: You will work as a Tribal Liaison, GS-0301-11 at Bering Land Bridge National Preserve. Duties include but are not limited to the following: Serve as the Tribal Liaison and as the Community Engagement Coordinator for Bering Land Bridge National Preserve Shared Beringian Heritage Program (BERI) to build and maintain cohesive working relationships with tribes, tribal consortia, communities, Alaska Native Corporations, colleges and universities. Establish and maintain close working relationships with various stakeholders, City and State governments and other non-governmental agencies and organizations. Leads and develops projects involving community engagement while increasing community involvement. Collaborates with other cooperative agreement holder primary investigators and other partners to assist in developing communication products accurately and effectively for researchers, students, the public and other audiences. Coordinates tribal, environmental, cultural, and natural resource events in an effort to promote program goals and objectives, connect with existing partners while seeking to establish new partnerships. Manages the Beringia Working Group, plans and implements an annual meeting while continuously keeping groups apprised of BERI programs, activities, and outcomes. Creates and implements the groups charter, determines Federal Advisory Committee Act (FACA) group for implementation of appropriate recommendation. Leads and develops BERI program strategies for tribal engagement. Responsible for coordinating tribal consultation on BERI cooperative agreements that have impacts to indigenous homelands with involved primary investigators, affiliated tribes, and tribal non-profits. Works with primary investigators to mitigate noted tribal concerns pertaining to project(s). Coordinate on project(s) with the primary tribal consultation investigators to ensure project agreement funding, tribal and/or communal support and understanding of the project(s). Develop, lead, and identify outreach activities to aid in facilitating wide variety of applicants for the BERI Program Notice of Funding Availability (NOFA). PHYSICAL DEMANDS: Most work is sedentary, but incumbent is expected to travel when necessary and work in rural villages, outdoor settings, which require enduring various environmental conditions. Situations may arise with considerable time restraints and long hours. WORK ENVIRONMENT: Work is most often performed in an office setting. Travel to attend meetings or conduct consultation will occur periodically throughout the course of the program, about every other month. WHO MAY APPLY: Any U.S. citizen who has acquired special knowledge or expertise regarding the natural or cultural resources of Bering Land Bridge National Preserve, by reason of having either lived or worked in or near the preserve. Knowledge or expertise concerning the parks or preserves natural and/or cultural resources and the management thereof is required. Local knowledge of the resources and the typical conditions that affect the work to be accomplished will be applied in the performance of the duties. Applicants are not required to address these competencies in a separate document but are encouraged to include in their resumes information related to these competencies. 1) Knowledge of Alaska Native Tribes, Corporations and Tribal Organizations customs, politics, specific to ANCSA and ANILCA. 2) Broad-based knowledge of Arctic conservation, indigenous and traditional ecological knowledge, protected areas, indigenous peoples' issues, and international relations to advance international conservation and cultural resiliency on both sides of the Bering Strait. 3) Understands how history is passed down through generations by cultural transmission, about the relationship of living beings (including humans) with one another and with their environment. 4) Ability to communicate information to the public, parks, and tribes in culturally sensitive ways, especially in settings involving culturally diverse people and concerns. CONDITIONS OF EMPLOYMENT: 3 U.S. Citizenship required. Appointment subject to background investigation with favorable adjudication before starting work. Selectee will be required to participate in the Direct Deposit Electronic Funds Transfer Program. Selectee will be subject to a two-year trial (probationary) period. Must be 18 years of age or older.
