United States Fleet Forces Command DIR, COMMAND, CTRL, COMMS, COMPUTER, COMBAT SYS & INTEL, SURVEILLANCE & RECON / CHIEF INFO OFFICER in Norfolk, Virginia

Summary You will serve as the Director for Command, Control, Communications, Computer, Combat Systems, Intelligence, Surveillance and Reconnaissance (C5ISR) and Chief Information Officer (CIO) located upon the headquarters staff for Commander, U.S. Fleet Forces Command (USFFC), Norfolk, VA. Responsibilities You will establish strategic direction and business strategies for operational, tactical, and non-tactical systems within Fleet Forces Command. You will ensure Fleet systems and decisions support the development of Department of the Navy and Department of Defense objectives. You will ensure the following objectives are met: Information Warfare, Maritime Strategy, Network Centric Warfare, Distributed Maritime Operations, geographical Combatant Commander (CCDR) and Operational Plans (OPLANS). You will validate enterprise Cyber, C5ISR, Information Management (IM), Information Technology (IT) and Information Assurance (IA) requirements across the Fleet and ensure business processes maximize Fleet ability to deliver warfighting capability. You will oversee the progress of Systems Commands and Program Executive Offices (PEOs) program of record systems and collaborate with subordinates to develop capability introduction plans. You will prioritize OMN/OPN expenditures for Cyber, C5ISR, IM, IT, and IA systems for assigned Fleet units and activities. You will deliver Cyber and Command and Control (C2) capability to support the Operational Level of War (OLW) requirements of the Navy Component Commander Maritime Operation Center (MOC) supporting both NAVNORTH and STRATCOM. You will establish configuration control for Fleet afloat and shore subordinates in conjunction with U.S. Pacific Fleet, Fleet Cyber Command and Navy Information Warfare Forces to include future direction of warfare requirements development. You will collaborate with U.S. Pacific Fleet, Fleet Cyber Command, Navy Information Warfare Forces and Systems Commands and PEOs. You will collaborate to ensure research, development, testing, and operational fielding of combat and communication systems are integrated with the Optimized Fleet Response Plan and Global Maritime Response Plan. You will serve as the USFF Command Information Officer (CIO) for Fleet Forces C5ISR systems, cybersecurity, hardware, and software. You will execute CIO responsibilities under the provisions of OSD regulation and cover all policy, regulations, operations, maintenance, and decision-making necessary to maintain Fleet operations and appropriate information assurance and security. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. The total narrative for the MTQs must not exceed 2 pages.) (1) Knowledge and/or experience with cyber, command, control, communications, computer, combat systems, intelligence, surveillance and reconnaissance systems of sufficient scope and quality to be able to successfully ensure the capability to train, certify, and provide combat-ready Navy forces to Combatant Commanders capable of conducting prompt, sustained naval, joint, and combined operations in support of U.S. national interests. (2) Knowledge of Navy Nuclear Command, Control and Communications (NC3-N) systems supporting CDR USSTRATCOM strategic deterrence mission. Responsible for oversight of acquisition programs' ability to manage cost, schedule, and performance in accordance with STRATCOM Capability Portfolio Guidance (CPG). Operational and technical knowledge and/or experience developing future program modernization meeting NC3 next generation requirements. (3) Knowledge and/or experience in leading the development and application of program analysis strategies and methodologies to broad-based CIO programs to implement new technologies, management methodologies and information assurance in rapidly evolving network operational environments. (4) Knowledge and /or experience in working within an enterprise framework requiring the development of coalitions focused on policy development, system introduction and subsequent performance. (5) Knowledge of budget development and execution, contracting authorities and procedures, and acquisition strategies. Section 1118 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2024 permits a qualified individual to be given an initial appointment into the Senior Executive Service (SES) within the Department of Defense (DoD) without being subject to the certification of Executive Core Qualifications (ECQ) by the Office of Personnel Management (OPM), Qualifications Review Board (QRB). A career SES appointment made under this authority does not guarantee that you will be eligible to transfer to another career SES appointment outside of the DoD without the need for you to compete. Other Federal agencies may require you to submit ECQs to OPM's QRB prior to your appointment in that agency. This position is not covered by the Department of Defense Priority Placement Program.
