Description

The City of Norfolk's Department of Parks and Recreation is currently seeking an Equipment Operator II within the Division of Cemeteries. The Equipment Operator II will be responsible for the preparation of the interment by opening and closing the grave(s). The Equipment Operator II also participate in the grounds maintenance and landscape projects to include, but not limited to, mowing, trimming, foundation installations, tree trimming and supporting other cemetery locations. The Cemetery Fund produces revenues in excess of $2.5 million.

Departmental Hiring Salary Range: $39,837

Essential Functions

Essential functions include, but are not limited to:

  • Drives and operates trucks, backhoes, and some heavy equipment; transporting other workers, equipment or supplies to and from job sites; operating various equipment to maintain cemetery grounds and landscapes; and performing maintenance and minor repairs of equipment.

  • Checks equipment daily for needed fuel or fluids and inspects for safety prior to use.

  • Operates tractor of 15 to 50 horsepower in the mowing of grass; operates tractor pulling cart to haul dirt; operates dump truck, 3-ton; operates a backhoe; operates air compressor and pneumatic tools; may also use push mower or trimmer.

  • Performs funeral services by digging, packing, turf work, and backfilling graves, hauling excess dirt, erecting tents, removing flowers, and moving and replacing monuments.

  • Removes debris and flowers, trims and plants trees, shrubs, and flowers, edges curbs, applies fertilizer and pesticides, seeds; removes snow, aerates lawns.

  • Provides foundation service by digging holes, mixing and pouring concrete, and moving and installing markers.

  • Other duties as assigned.

  • Must be able to work in all kinds of weather. Must also be flexible if asked to switch from one cemetery to another.

Education/Experience

Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.

Two years operating heavy equipment or successful completion of a City apprenticeship program.

Must be able to obtain a Virginia pesticide license within twelve months of employment.

The ideal candidate will possess at least two years of experience in a cemetery environment.

Additional Information & Requirements

Signing Bonus: This position is eligible for a one-time $5,000 signing bonus. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.

Work Hours: Monday to Friday, 7:30 am to 4:00 pm

  • Valid Driver's License. (The applicant must provide a copy of Division of Motor Vehicle driving record obtained within the last 30 days at the time of interview.)

  • May require CDL, depending upon assignment.

  • May require CDL with Tanker Endorsement within six months of hire, depending upon assignment.

  • Must be able to work in all kinds of weather. Must also be flexible if asked to switch from one cemetery to another.

The preferred candidate will possess:

  • Hearing to enable operation of equipment around other employees and other equipment in limited areas of maneuverability; may be required to use equipment for radio communications; good peripheral vision, depth perception and color perception

  • The ability to lift 75 pounds above shoulder; manual dexterity and the ability to push and/or pull weights in excess of 100 pounds; the ability to stoop, climb, and bend; the ability to use ladders, stairways.

  • The ability to obtain a Commercial Driver's License Class B within 12 months.

  • The ability to operate both manual and automatic transmissions.

  • The ability to obtain Certified Pesticide Technician certification within 12 months.

  • Experience in the safe operation of vehicles, power tools and pneumatic tools.

  • The ability to effectively supervise a crew of 4-10 employees and to work in a team environment.

  • The ability to assist in scheduling work assignments if needed and the ability to communicate verbally and in writing.

  • The ability to prepare written reports such as man hour usage, equipment logs, inventories and monthly or weekly progress/activity reports.

Employees are trained in operation of vehicles and tools in a cemetery environment. Training limited to familiarization with cemetery operations and record keeping requirements.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
