The City of Norfolk is a 400-year-old city rich with a diverse history. We are currently working to update our historic resource survey adding mid-century architecture and prioritizing the historic resources of underrepresented communities. As the supervisor of Norfolk’s Historic Preservation unit, you will lead Norfolk’s historic preservation program, which includes evaluating applications for alterations and new construction in the local historic districts; managing various review processes related to proposals in the Norfolk historic districts; design review for city projects and public spaces; and supervising various commissions, stakeholders, and department personnel.

Essential Functions

  • Leads the Historic Preservation team that manages all aspects of applications considered by the Norfolk Architectural Review Board (“ARB”) including Certificates of Appropriateness to alter/add to structures, new construction or demolish buildings, modify landscaping or lighting, etc., in historic districts, modifications to historic district boundaries and for any Design Review applications referred to the ARB.

  • Determination of sufficiency of applications for completeness, organization of Architectural Review Board (ARB) agendas, authoring and/or reviewing all materials presented to ARB, uploading meeting packets, and staffing all ARB meetings.

  • Ensures that design guidelines are updated periodically to reflect current policies and technology. Manages revision and adoption processes with ARB, City Planning Commission and City Council in coordination with City agencies, stakeholders, and the public.

  • Ensures the City complies with Certified Local Government requirements, including producing an annual report summarizing Norfolk’s preservation activities.

  • Identifies grant opportunities, prepares grants, manages grant funded projects.

  • Hires and coordinates consultants to performs historic site surveys, identifying cultural resources eligible for local, state and national registers.

  • Advises property owners and community leaders on historic preservation methods, techniques, and tax incentives. Gives advice to property owners and their representatives including architects, engineers, contractors, and attorneys about appropriate historic restoration and renovation techniques and methods including but not limited to masonry repair, window and door replacement, woodwork and trim restoration, and roofing replacement.\

  • Consulting with city agencies and others on compliance with federal, state and local legislation pertaining to historic preservation.

  • Implements and evaluates City policy related to historic preservation, including policies adopted in the City’s comprehensive plan.

  • Provides technical, architectural, design, historical and policy guidance to staff, government officials, other City departments, board and commissions and the public.

  • Serves an authority on historic preservation matters for City Council and related boards and commissions. Conducts site visits with applicants, appointed and elected officials. Presents staff reports to appointed boards and elected officials through written communication and oral presentations at public meetings.

  • Consults with appropriate local, state and federal Historic Preservation Officials other City agencies, and others when making decisions based on compliance with federal, state and local historic preservation legislation, as needed; participates in federal Section 106 reviews primarily for with the City of Norfolk’s Housing and Community Development Department and Habitat for Humanity of South Hampton Roads.

  • Participates in advising neighborhood organizations on historic preservation in community planning.

  • Participates in education programs on historic preservation and the history of Norfolk.

  • Reviews all building permits submitted following an ARB land use approval. Advises property owners and builders of historic properties on historic preservation best practices. Manages requests for in the field changes, coordinating additional ARB approval when needed.

  • Leads all actions taken to address after-the-fact Certificates of Appropriateness or Demolition by Neglect affecting historic properties. Coordinates enforcement work with other City departments and the City Attorney’s Office.

  • Researches, analyzes, and recommends City policies and Land Use changes related to historic preservation

  • Performs related work as required.

  • Hires, trains and supervises historic preservation staff.

Education/Experience

Undergraduate degree from an accredited college or university in Recreation and Leisure Services, Public Administration or related field

Required:

  • 2-3 years demonstrated work experience managing teams in one or more areas of expertise. May be required to have specific work experience for assignment into special areas requiring special subject matter knowledge.

Preferred:

  • Prefer a master’s degree in Historic Preservation, Architectural History, Art History, Archeology, Architecture or equivalent field of study. Prefer four years full-time experience in architecture or a state license to practice Architecture or equivalent combination of education and experience.

Additional Information & Requirements

  • American Institute of Architects (AIA), Professional Architect License, or similar design certification preferred/required.

Work Schedule: Mon – Fri 8:30 a.m. – 5 p.m

Signing Bonus: This position is eligible for a $5,000 signing bonus.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
