Commander, Navy Installations HUMAN RESOURCES SPECIALIST (CLASSIFICATION/RECRUITMENT) in Norfolk, Virginia

Summary You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION/RECRUITMENT) in the CNIC Human Resources Office of COMNAVREG MIDLANT NORFOLK. Responsibilities You will brief managers on civilian human resources program policies (e.g., compensation, employee relations, performance management, work life, workforce development) You will monitor the interface between service-wide and locally unique human resources information systems to resolve data accuracy problems. You will advise hiring managers and selecting officials on recruitment strategies for attracting the best qualified candidates for vacant positions. Requirements Conditions of Employment Qualifications For The GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Executing recruitment, reassignment and other personnel actions in accordance with federal laws, policies, rules and regulations; 2) Reviewing and analyzing position descriptions utilizing federal classification standards; 3) Providing management principles and techniques to provide management advisory services regarding organizational structures and career development; and 4) Resolving problems, answering questions and providing guidance on complex staffing and position classification problems utilizing Human Resource tools and systems. For The GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical advice to managers and/or personnel in resolution of staffing problems. 2) Determining the responsibilities and/or extent of authority of the position in relation to other positions, which may seem to overlap. 3) Executing recruitment, reassignment, and other personnel actions for assigned organizations. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For The GS-11: Have successfully completed a Ph.D. or equivalent doctoral degree OR Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR Have successfully completed an LL.M. degree that is related to the position being filled OR Have a combination of experience and graduate education as described above that equates to one year of experience.
