Job Description

Mission Technologies, a division of Huntington Ingalls Industries, is looking for a qualified individual to fill the role of a Network Engineer VI to support US Navy and US Air Force customers. The Network Engineer in this position will be the Functional Lead of a large team of network, communications, and systems engineers, as well as circuit planners, providing network support to dedicated enterprise Navy operational and training networks, under the engineering oversight of the Naval Surface Warfare Center (NSWC), Corona Division, as well as supporting the Live Mission Operations Networks (LMON), for the United States Air Force. The NETTN is an enterprise of Navy operational and training networks, distributed globally to hundreds of shore-based sites and 140+ ships. The LMON is a large and growing enterprise supporting live air training missions for the Air Force. This position will report to the NCTE Enterprise Director and Deputy Director.

Essential Job Responsibilities

• Lead, mentor, and manage a team of senior/lead network, systems, and communications engineers of various expertise and disciplines, as well as circuit planners.

• Guide team members through the engineering project life cycle to Final Operating Capability.

• Develop the technical vision for network architecture and develop baseline standards, across various enclaves at different classification levels, to include monitoring the health and performance of the network, optimizing the networks, and as well as performing Life Cycle Management.

• Follow processes to update approved hardware and software baseline.

• Submit change requests for network architecture changes, as needed, for Change Management Board review and approval.

• Maintain knowledge of new and emerging network engineering technologies and capabilities.

• Manage and assign personnel resources as Integrated Project Team (IPT) members, for various customer-driven engineering projects that may have competing priorities.

• Interface with the government customer and HII leadership, as needed, and maintain positive relationship with the customer.

• Develop executive level technical and conceptual briefings.

• Assist with proposal writing.

• Develop Technical Notes and edit Technical Notes developed by team members as needed.

• Validate design proposals presented by team and correct as needed.

• Manage and report on project status for Service Projects assigned to the Network Engineering Functional Area.

• Address technical issues with operational networks and develop plan to optimize network transport, as needed.

• Interface with and maintain support services with vendors.

• Interface with external agencies, Commands, and Coalition partners peering to the NCTE and LMON networks.

• Develop and/or validate Bill of Materials for hardware and software procurement for network solutions and coordinate with the LCM team on support renewals.

• Validate technical documentation and Installation Design Plans for new installs, developed by the Fielding Functional Area.

• Be familiar with various network and physical security standards including federal (NSA), Department of Defense (DISA STIG's, DIA, TEMPEST, ONI), and industry standards and best practices to harden network devices.

• Maintain expert knowledge on routing and switching technologies.

• Be familiar with Cross Domain Solution technologies.

• Be familiar with Voice, Video, and Collaboration technologies.

• Be familiar with Network Security technologies and best practices.

• Develop, review, and approve travel for engineering team.

• Identify gaps in expertise and staffing needed develop position descriptions for new hires.

• Ensure teams meets all time recording and training requirements.

Minimum Qualifications

• 25 years relevant experience with Bachelor’s Degree in related field; 20 years relevant experience with Master’s in related field; 15 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 30 years relevant experience.

• Strong knowledge of service provider and data center network architecture.

• Experience in leading engineering projects from cradle to grave, through Final Operating Capability, and strong knowledge in network engineering best practices.

• Knowledge of Cisco Internetworking including IP addressing (subnets, CIDR), switching (VLANs, 802.1q, IGMP, etc..), routing (OSPF, EIGRP, BGP, PIM, multicast, etc.), and Cisco IOS.

• Strong knowledge of MPLS technologies and concepts, MSDP, LDP, VRFs, and VPNv4.

• Strong experience in monitoring, maintaining, troubleshooting and configuring ASA and/or FirePOWER NGFW firewalls, Cisco Secure Firewall Management Center, and access control lists.

• Strong experience with Cisco Identity Services Engine (ISE), with RSA multi-factor authentication, with client-based VPN as well as various site-to-site VPN technologies, and understanding of AAA concepts.

• Strong knowledge of 802.1x protocol and implementation, as well as port-security, with NAC concepts a plus.

• Strong background in troubleshooting network issues at the protocol/packet level using sniffers, protocol analyzers, netflow, logging, etc.

• Strong Experience with Department of Defense Security Technical Implementation Guidelines, as well as TASKORD analysis, implementation, and reporting.

• Knowledge of virtualization concepts.

• Experience in data center power planning and UPS and PDU monitoring.

• Knowledge of Voice and Video Collaboration technologies and Cisco VoIP solutions, including PoE switches and Call Manager or Unified Communications Manager.

• Knowledge of WAN transport circuit provisioning and DISA processes.

• Knowledge of Wireless solutions, including Cisco Wireless, Microwave Data Link (MDL), and satellite services.

• Experience in installing and troubleshooting WAN and LAN network equipment for node installs, with NSA Type 1 KG cryptographic devices and keymat, particularly KG-175D/G/F KG devices.

• Background experience in a Network Operations Center (NOC) or Network Operations Security Center (NOSC) environment including help desk, customer communication, trouble ticketing workflow, and issue resolution.

• Experience with network and performance monitoring tools (Cisco IP SLA, SolarWinds, MF NA, NetFlow).

• Must be well-versed in handling classified data and systems, at various classification levels, as well as TEMPEST concepts.

• Must be able to resolve potential disagreements on design within the team.

• Must be able to develop technical and conceptual diagrams.

• Must be able to interface directly with HII and customer leadership.

• Must be a US Citizen, possess a current or able to obtain a Top Secret security clearance, with a SSBI,

CompTIA Security+ Certification and Cisco Certified Network Professional Enterprise Certification.

Preferred Requirements

• CISSP a plus.

• CCIE Certification a plus.
