U.S. Coast Guard Procurement Technician (OA), GS-1106-07 in Norfolk, Virginia

Summary This position is located in the Department of Homeland Security, United States Coast Guard, Surface Forces Logistics Center, Contracting and Procurement Division, Norfolk, VA. Responsibilities The incumbent provides support for procurement functions such as preparing, controlling or verifying procurement documents; assembling information; or reporting on performance. Typical work assignments include: - Processing a wide variety of procurement transactions related to complex contracts and simplified acquisitions, e.g., large purchases for specialized supplies and large purchases for services. - Assembling, reviewing, and maintaining procurement files related to these complex acquisitions. Assembling procurement documents and responds to both internal and external inquiries relative to requisitions, purchase orders, and contracts. - Maintaining and overseeing contract/order files, property procurement publications, and schedules for the section. - Providing administrative support to contract specialists in the course of soliciting offers, conducting discussions with contractors, evaluating quotes, bids, and proposals, compiling necessary data or reports on contractor performance, and awarding contracts. - Independently researching, preparing, and issuing modifications to affect contract changes. - Monitoring the progress of deliveries or work being performed on contracts involving special purpose equipment or services. Ensuring that delivery schedules are met, and that services are actually performed. - Preparing, executing, and/or tracking program specific information, such as Reports of Government Furnished Property. - Assembling and preparing cleared written products. - Using software applications to draw information in order to prepare/assist in preparation of reports. -Assisting contract specialists and/or purchasing agents with CFP compliance regarding UDO's and OOVA reporting, ensuring all appropriate documentation is properly and accurately entered into the system in a timely manner. Requirements Conditions of Employment U.S. Citizenship is required. You must be able to type 40 words per minute. Males born after 12/31/1959 must be registered for Selective Service. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications Candidates at the GS-7 level must have at least one full year of specialized experience equivalent to the GS-6 level in the Federal service. Examples of specialized experience may include performing work that required a knowledge of standardized and non-standardized procurement regulations, procedures, and operations to one or more procurement phases or functions. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Education This position does not have a positive education requirement.
