Naval Sea Systems Command SUPERVISORY ENGINEER/SCIENTIST in Norfolk, Virginia

Summary You will serve as a SUPERVISORY ENGINEER/SCIENTIST in the Navy Continuous Training Environment (NCTE) of NAVAL SURFACE WARFARE CTR CORONA DIV. Responsibilities You will, as the first level supervisor, execute day to day operations and ensures delivery of quality products on time and within budget. You will apply Human Capital Management policies and regulations in leading and managing personnel assigned to the branch. You will administer the branch budget, manage customer relationships and programs, execute the Command strategic direction, create and promote a shared vision of the organization, and foster cooperation, communication, and consensus among groups. You will support Command strategic initiatives and think corporately. You will communicates with superiors, peers, subordinates, across the Command, and with outside organizations, sponsors and business partners. You will supervise systems engineers, Project Managers, and software engineers. You will perform evaluation of engineering process and drive commonality across the NCTE engineering program. You will analyze engineering requirements and determine the best resource for the project. You will provide Systems Engineering support for all aspects of engineering: development, integration, implementation, and installation; as well as provide engineering support to NCTE operations for troubleshooting and maintenance. You will provide and/or monitor engineering project status; advise the Enterprise Services Manager on technical, schedule and resource issues. You will ensure technical engineering efforts are coordinated with program management, Operations, and Network for project definition, procurement, delivery, and installation. You will provide input into budget data calls with specific knowledge and understanding of impact statements and justifications as required. You will work closely and maintain professional relationships with the program offices, support activities, and other TTR ranges. You will establish objectives, sets priorities, uses internal controls, goal setting techniques, delegation, and team building to effectively manage the branch. You will evaluate performance and provide appropriate feedback including recognizing superior performance. You will encourage innovation and personal growth among branch personnel. You will attract and retain a high-caliber workforce and act in a responsible and timely manner on all steps in the recruitment and hiring process. Requirements Conditions of Employment Qualifications This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a Mechanical Engineer (0830-series), an Electrical Engineer (0850-series), a Computer Engineer (0854-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-03 (GS-09/11 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As professional Engineer or Scientist managing personnel and budgets while overseeing branch operations to ensure product delivery, project execution, and coordination of technical efforts in order to support strategic initiatives for a Naval program. Education Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
