Summary This vacancy is for a GS-0180-15, Psychologist located in the Department of Homeland Security, U.S. Coast Guard, OP LOC-OCP ADMINISTRATIVE and TRIAL SUPPORT DIV-CHARLESTON SC. Responsibilities You will serve as a Psychologist and be responsible for conducting necessary forensic psychological assessments arising during the investigation and prosecution of U.S. Coast Guard courts-martial and providing relevant consultative and testimonial assistance to OCP prosecutors (trial counsel) throughout all stages of criminal investigations and any resultant litigation. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Conducting thorough reviews of criminal investigative materials and applying sound forensic psychological principles to provide relevant assessments of issues common to the prosecution of victim-centric offenses. Providing confidential forensic consultation regarding issues common to the prosecution of victim-centric offenses. Providing clinical psychological services to active-duty Coast Guard service member, and Department of Defense service members confined onboard NAVCON Brig Charleston with the approval of the OCP and NAVCON Brig Charleston. Providing formal and informal training on relevant issues in the field of forensic psychology to OCP prosecutors and staff, CGIS investigators, and other Coast Guard military justice stakeholders. Preparing reports which detail the findings in support of any opinions rendered in conjunction with the investigation or prosecution of OCP criminal cases. Researching, locating, and obtaining relevant professional literature covering issues common to the prosecution of victim-centric offenses. Creating and providing relevant affidavits in support of pre-trial litigation efforts when requested by OCP prosecutors. Conveying the results of psychological assessments or forensic opinions, and the bases thereof, to the various participants in federal or military courts, including testifying as necessary. This position requires a Secret clearance. This is not a Bargaining Unit position. Time in Grade requirement must be met by the closing date of the vacancy. Qualifications BASIC REQUIREMENT: Satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required. AND In addition to meeting the basic requirement above, you must also meet the qualification requirements listed below: To qualify for the GS-15 level, candidates must have at least one (1) full year of specialized experience equivalent to the GS-14 or higher level in the Federal, State, or Local government or equivalent public or private sector experience. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience for this position must include: Conducting forensic psychological assessments and relevant analysis in special victim criminal cases (e.g., sexual assault, domestic violence, and child abuse); OR Providing expert authoritative professional psychological services to a criminal investigation or prosecution; AND Providing expert authoritative consultation in the field of forensic psychology on victim-related matters and memory; AND Researches, writes, and assesses relevant topics in the field of forensic psychology. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Education This position does have a positive education requirement.
