Position Objective:

Reporting to the Chief Stations Officer, Stations Operation Department, this position provides leadership and direction regarding all Station Ops administrative functions, including timekeeping, human resources, overtime management, employee discipline, labor relations, contract management , and operating & capital budgets among others. This position’s primary focus includes mandatory departmental compliance with all MNR Administrative functions; performing periodic administrative process reviews to confirm that appropriate protocols are being applied; develop and update Station Ops administrative policies and procedures as required; and implement any/all other MTA or MNR policies as instructed. Coordinate all other special assignments as directed by the Chief Stations Officer and MNR executive leadership.

Responsibilities:

  • Provide leadership and direction to the Assistant Director of Operations Support and Analysis and the Administrative Team to ensure that all Admin functions are being handled correctly and on a timely basis. This work includes weekly subject matter review meetings to ensure that our Admin Team is performing their work correctly and in the most efficient way possible.

  • Provide leadership and direction with regard to our departmental payroll and timekeeping functions with a focus on periodic auditing of departmental records as well as to process/review/issue any/all payroll reports to Senior Department Managers to ensure both accurate employee payments and monitoring employee attendance. This work is primarily focused on implementing Agreement employee attendance and overtime cost controls as needed.

  • Act as liaison and project manager for all major departmental projects or changes to MNR administrative processes. This work includes developing and then implementing various Station Ops Administrative policies and procedures that support all Metro-North Railroad and MTA initiatives and to ensure that our Department Managers and Admin Team are performing these mandated tasks as expected and in compliance with any/all recommended administrative best practices.

  • Position is the designated Departmental Case Manager responsible for all lost time absences, attendance, and overtime control. This work also requires working closely with the Assistant Director of Operations Support and Analysis to schedule and coordinate all investigations related to both the Attendance Tracking System (ATS) and Disciplinary Tracking System (DTS).

  • Position is responsible for the preparation of the annual departmental operating and capital budgets, issue monthly budget reports and perform follow-up budget and cost analysis work as required. This work includes performing various types of financial analysis work and then working closely with our Senior Management Team to implement cost controls and ensure we are compliant with any/all spending or cost control initiatives.

  • Provide leadership and coordination with Station Ops Managers to execute any/all position reorganization plans and to ensure compliance with various administrative processes, such as human resources, payroll, budgets, and general accounting to ensure all paperwork and position updates have been prepared and executed properly.

  • Provide leadership and coordinate, review , and facilitate all other Station Operations Department administrative work and projects that may also include responding to service disruptions and various fieldwork assignments.

    Required Knowledge/Skills/Abilities:

  • Must have proven leadership skills with the ability to foster teamwork and motivate employees.

  • Must have a proven understanding of statistical and/or budget analysis processes.

  • Must possess a proven skillset utilizing computer programs such as Microsoft Excel, Word, PowerPoint, Access, or other similar programs that can be used for data collection, analysis, and reporting.

  • Must possess knowledge of integrated financial systems or comparable computer applications (preferably Kronos, PeopleSoft and/or Oracle).

  • Must be well organized with demonstrated problem solving, analytical and administrative skills. This includes practical experience performing both internal process reviews and financial and/or procedural audits.

  • Excellent verbal and written communication skills with the ability to develop and write operating procedures as required.

  • Excellent leadership skills with the ability to foster teamwork and motivation.

  • Excellent organizational, planning , and coordination skills with the ability to work on several projects simultaneously. This includes methodically handling diverse administrative work that requires strict attention to detail.

  • Must have demonstrated ability to plan and manage complex projects in a fast-paced atmosphere.

  • Must be proactive with the ability to coordinate both work assignments and resources of various departments in order to accomplish shared goals.

  • Strong interpersonal skills with the ability to effectively communicate with all levels in the Company.

  • Must maintain a high degree of confidentiality and discretion.

  • Must be able to respond to emergencies 24 hours a day, 7 days a week.

  • Valid driver’s license and the ability to travel to various work locations when called upon.

    The Following is/are preferred:

  • Knowledge of Railroad Operations.

  • Knowledge of labor agreements and their implementation.

  • Proficiency and understanding of how a structured database environment works and has the capability of running SQL (Structured Query Language) reports and queries to search and manipulate data.

  • Experience managing employees covered by a collective bargaining agreement.

    Required Education and Experience:

  • Bachelor’s degree in Business , Accounting, Audit Finance , or a related field. Demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years of related experience may be considered in place of a degree.

  • Minimum of eight (8) years in a progressively responsible business management position with experience in budget preparation, auditing , and administrative processes.

  • Minimum of five (5) years of experience managing a diverse workforce in a multi-location operation.

    The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

  • Advanced Degree in Accounting, Business Administration, or other related fields.

    This position is safety-sensitive and subject to toxicological testing.

    According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
