Northrop Grumman is looking for a Proposals Material Program Manager that is responsible and accountable for the proposal scope in Global Supply Chain (material & labor estimation). This position reports within Global Supply Chain. The Proposals Material Program Manager is a strong leader with demonstrated project management and supply chain management skills. This role will support Bid & Proposal activities across the suite of Advanced Weapons Business Unit programs.
This opportunity is full-time onsite in Northridge, California.
Responsibilities Include:
Coordinates SCM cost volume activities; compiles subcontract cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
Reviews and understands the statement of work and bill of materials
Develops necessary subcontractor solicitation requirements and instructions and supports proposal evaluation
Submits requests for sector GSC price estimating support
Responsible for creating Supply Chain Management labor/material BOEs
Identifies proposal risks and opportunities as they pertain to material requirements
Supports pricing reviews with management and customer representatives
Provides the linkage(s) between customer, subcontractor, program management, and internal support functions
Responsible for responding to material-relevant customer Requests for Information (RFIs) and coordinating and reviewing subcontractor RFI responses for completeness
Basic Qualifications:
Must have a Bachelor's degree AND 8+ years of related experience that includes a background in Supply Chain Management, OR a Master’s degree AND 6+ years of experience that includes a background in Supply Chain Management (Preferred – A&D industry experience)
Experience working with cross-functional teams
Ability to be flexible, innovative, and work with speed and agility to drive tasks to completion
Must be able to obtain and maintain a US Government issued Secret clearance; US citizenship is required
Experience using MS Office suite and various MRP/ERP systems (Preferred - Deltek Costpoint)
Must be able to travel as required (up to 5% of the time)
Preferred Qualifications:
Experience in bidding to different contract types (FFP, CPFF, CPIF, T&M)
Working Knowledge of FAR, DFARs and other Government procurement regulations as they pertain to bid/costing proposals
Experience in creating priced proposal BOMs, supply chain labor BOEs, and risks/opportunities
Experience in proposal analysis and negotiation of major subcontracts
An active DOD secret clearance

Salary Range: $109,900 - $164,900
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
