This position is fully remote.

This position will support the Department of Energy Office of Clean Energy Demonstrations (OCED). OCED is a multi-technology office responsible for overseeing more than $20B of investment in large scale demonstrations in emerging technologies such as clean hydrogen, carbon capture, advanced nuclear reactors, grid-scale energy storage, industrial emissions reductions as well as demonstrations in rural and socioeconomically disadvantaged regions. We are looking for individuals with a range of skills and interest in large-scale clean energy demonstration projects, particularly in renewable systems, carbon capture and removal, hydrogen, and nuclear energy technologies.

Responsibilities:

  • Conducting comprehensive assessments of program documents, including but not limited to schedules, scope, work breakdown structures (WBS), procurements, budgets, and technical data. This involves supporting project managers in evaluating cost estimates throughout various project control phases, ensuring all relevant costs are accounted for and thoroughly analyzing the cost breakdown structure provided.

  • Review and evaluate the Total Project Cost (TPC) and cost estimates based on the Association for the Advancement of Cost Engineering (AACE) guidelines and Front-End Loading (FEL) classification system, which categorizes estimates from early feasibility studies to highly detailed final budgets.

  • Participate in project/staff meetings at the discretion of the Project Manager

  • Work with technical team and cost engineer to validate technical components of cost estimates and verify completion percentage of engineering and design work

  • Manage efforts to ensure continuity between project estimates and project baseline

  • Analyze change orders for schedule impacts

  • Analyze cost and schedule performance indicators, such as CPI (Cost Performance Index) and SPI (Schedule Performance Index).

  • Review and oversee resource loaded schedules, Work Breakdown Structures (WBS), and budget for cost estimation roll ups and Earned Value Management assessment.

  • Compile, monitor and report on all project financial data, including but not limited to, planned spend, actual spend, estimate to complete, budget trends, project costs, commitments, direct costs, key metrics, and trends etc.

  • Review project performance deliverables and ensure that all the requirements and guidance conditions (budget, deliverables, WBS, change management, procurements, schedule) are applied.

  • Ability to assess and identify project deliverables and prioritize project requirements

  • Serve as focal point for providing project feedback into project cost and schedule databases if needed.

  • Ability to assess construction cost estimates for major infrastructure projects

  • Contribute to risk assessment and mitigation planning to calculate contingency provisions e.g., Quantitative Risk Assessments (QRA) and risk identification and qualitative assessment activities

  • Perform cost reasonableness assessments and provide feedback in independent cost reviews and independent cost estimates.

  • Actively interfacing with project clients, federal project managers, federal staff, and consultants during all project Phases.

  • Working in close collaboration with high performing project teams to ensure expectations are managed adequately to meet project goals and requirements.

  • Review, compile, analyze, assess, and provide feedback to the Federal Project Managers in the form of emails, white papers, research, observations, presentations, oral reports, or special ad-hoc reports, as requested.

  • Review, Analyze, or Create Project Controls reports with and for the project teams and recommend corrective actions

  • Deliverables should be in the form of structured documents, presentations, or formal assessments intended for decision-making.

  • Establishes and monitors short- and long-range goals, budgets, schedules, and strategies.

  • Aid in the development of project management performance reporting for guidance development, weekly reporting in project management related deliverables such as scheduling, cost forecasting, risk management, cost estimating, and project closeouts.

  • Follow FOA, FARC, OCED Guidance, and ASTC’s for applied requirements.

Requirements

  • Bachelor’s degree in Engineering, Business Administration, or related field.

  • Minimum of 15 years experience in Project Controls work involving the Department of Energy.

  • Must have experience reviewing and evaluating the Total Project Cost (TPC) and cost estimates based on the Association for the Advancement of Cost Engineering (AACE) guidelines and Front-End Loading (FEL) classification system, which categorizes estimates from early feasibility studies to highly detailed final budgets.

  • Experience assessing construction cost estimates for major infrastructure projects.
