ODESSA-CITY OF Utilities Field Operations Supervisor in Odessa, Texas

Department:Utilities Admin.Reports to:Field Operations Manager

Summary:Under basic supervision, supervises skilled field staff, and coordinates the activities of the Water Distribution/Wastewater Collection (W/WW) maintenance and repair operations; reviews and assigns work orders, and makes appropriate decisions based on work experience

Essential duties and responsibilities may include, but are not limited to, the following:

  • Supervises the daily operation of Water Distribution/Wastewater Collection (W/WW) Field Operations work crews; reviews repair work orders, and estimates staff hours required to complete work; assigns staff to accomplish needed repairs and maintenance; coordinates maintenance and repair work with city managers.
  • Performs field inspections of ongoing and completed work assignments; assures all city and departmental regulations and safety requirements are met, and projects are completed on time to minimize disruption; provides technical guidance as required.
  • Supervises W/WW staff; counsels, coaches, trains, instructs, and disciplines employees as required; meets with staff to review and discuss projects, work assignments, resource allocation, quality standards, technical issues and work methods and procedures; evaluates the performance of staff.
  • Identifies material and equipment needs for each assigned project, and coordinates supplies and materials.
  • Maintains records of services performed, time spent on job, and material costs.
  • Controls work site to assure that safety rules and regulations are followed, and that the work zone and all equipment are in safe operating condition.
  • Perform duties of Facilities Operations Crew Leader as required to meet workload demands.
  • Meets with construction contractors to resolve questions and complaints.
  • Reviews and updates utility plans.
  • Responds to emergency maintenance requests during normal hours and after hours when on call.
  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the divisional operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines: High School Diploma or GED required AND five years of experience in operation, maintenance and repair of W/WW systems, including supervisory experience, preferably with the City of Odessa.

Knowledge of:

  • Principles, practices, methods, materials, tools, and equipment used in public utility maintenance.
  • Thorough understanding of local, state, and federal water and wastewater regulations.
  • Maintenance, repair, and operation of utility infrastructure to deliver high quality service to residents of Odessa.
  • OSHA rules and regulations, and other safety requirements needed to maintain, repair, and operate W/WW plants and infrastructure.
  • Texas Commission on Environmental Quality (TCEQ) and American Waste Water Associations rules and regulations.
  • Environmentally responsible and resource-efficient utility maintenance techniques.

Skill in:

  • Evaluating maintenance issues and developing recommendations based on fin ings.
  • Reading and interpreting plans, schematics, and specifications.
  • Accurately estimating labor and material costs.
  • Using initiative and independent judgment within established procedural guidelines.
  • Troubleshooting, repairing, and maintaining water, wastewater, water meters, and specialty equipment and control systems.
  • Assessing and prioritizing multiple tasks, projects, and demands.
  • Promoting and enforcing safe work practices.
  • Operating a personal computer utilizing standard and specialized software.
  • Establishing and maintaining effective working relationships with co-workers.
  • Effective verbal and written communication.

License and certification requirements:A Texas State Class A Driver's License is required.Must possess a valid Class C Distribution and Class III Wastewater Collection certification issued by the Texas Commission on Environmental Quality or possess a valid Class C Distribution and Class II Wastewater Collection certification and obtain Class III Wastewater Collection certification within one year of employment.

Physical demands and working environment:Work is performed in a standard office environment, and outdoors at work sites. Position requires that City provided safety boots be worn while on the job. Division safety equipment is furnished and must be used as prescribed by policies.
