Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HHD 78th Signal Battalion in Okinawa Island, Japan. Responsibilities Plans, coordinates and supervises: property management and accountability, supply management, material coordination, inventory control management, distribution and storage operations of the Property Book section. Provides guidance and assistance to S4, supervisors, unit commanders, and supply personnel on matters concerning supply responsibility and accountability. Responsible for maintaining property accountability while utilizing the Global Combat Support Systems-Army (GCSS-A) automated system. Assists the Project Support Activity (PSA) section in capturing and cataloging Bill of Materials (BOM) equipment identified by the Technical Acceptance Report (TAR) for addition to unit's accountable records. Supervises, plans and directs the work of subordinates, with indirect responsibility for the units' supply sergeants, as necessary to support the supply mission. Sets and evaluates work performance of subordinates. Gives advice to and counsels subordinates on both work and administrative matters. Oversees attendance and leave including approval or ordinary, sick, and annual leaves. Resolves grievances when possible, or refers them to a higher level. Establishes and provides training monthly for unit supply sergeants. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by Basic Requirement for Supervisory General Supply Specialist: Specialized and Other Experience: One year of specialized experience which includes interpreting the Table of Distribution and Allowance (TDA) and Modification Table of Organization Equipment (MTOE) authorization documents ensuring all equipment authorized is on hand or on requisition; maintaining a property book consisting of an array of network and telecommunications equipment; and receiving, storing, issuing, inspecting, cataloging, inventorying, and turning in non-expendable, durable, and expendable properties. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain Management or Inventory Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
