Summary Serves as the Enterprise Service Center (ESC) Chief Architect, responsible for the development, maintenance, enhancement, and publication of the ESC Enterprise Architecture and its integration and operational implementation as part of ESC business processes. Independently researches and designs new approaches to technological advancements utilizing new technologies and architectural approaches. Responsibilities Key responsibilities of the ESC Chief Architect include: Leader: Leads in creating a shared strategic vision for Enterprise and Solution Architecture, motivating colleagues to achieve this vision, and providing clear direction regarding the requirement to execute it. Leads the development and documents the complexity, interrelationships, and dependencies of the Information Technology (IT) Systems in the ESC Program and Portfolio. Leads the ESC EA effort to develop strategies, plans, roadmaps, and schedules to ensure the ESC IT Systems stay current in software, hardware and cloud technology and ESC’s implementation and adoption of artificial intelligence. Mentor: Organizes and supports the architecture and application development/maintenance teams, aligning individual work assignments to achieve team goals, identifying, and addressing skill or resource gaps, and mentoring staff in support of their effectiveness and professional development. Change agent: Challenges the status quo, recognizes opportunities in new ways of doing things, and embraces the challenges of making change in the ESC IT environment. Must be able to recognize and understand the emerging information technology trends which are driving change and be able to quickly pivot the ESC EA practice; particularly in the areas of emerging technologies, artificial intelligence, data management and software development/maintenance practices. Empowers and promotes rapid IT innovation while ensuring these innovations are integrated into a single unified ESC EA. Communicator: Builds coalitions to achieve concrete strategic goals. Communicates effectively in outreach to senior directors, managers, analysts, system architects, and engineers in the implementation of and in understanding the details of the strategy sufficiently well to make decisions and execute the plan that leads to realization of the shared vision. Contacts are internal and external. Often represents ESC as the primary technical authority for major projects, programs, and other areas of ESC responsibility. Formulates and recommends organizational positions on major projects/policies/issues to senior management. Prepares, reviews, and may approve organizational reports or policies for internal and external distribution. Develops briefings to convey strategic vision or policies to internal and external audiences. Develops new policies, procedures, and approaches taking into consideration FAA policies, government-wide rules and regulations, and industry standards. Develops innovative approaches to attain organizational objectives and optimize resource utilization. Creates, plans, and conducts studies involving complex issues and unique problems. Demonstrates independence in planning time and using assigned resources to accomplish assignments and projects. Expert: Oversees the information technology used to represent ESC business, data, investment and technology entities and their relationships. These representations directly support strategic planning and decision making. As Chief Architect, the incumbent guides the ESC in determining what it needs to know and how that knowledge should be organized for greatest impact. Applies experience, expert technical knowledge, and understanding of new technologies and methodologies to perform critical tasks requiring the development of new concepts, systems, or innovative approaches. Identifies and resolves highly complex problems or issues which can be cross organizational. Proposes recommendations for preventive actions. Assignments may include complex system design and integration; extensive research and analysis; investigation and inspection activities; compliance and enforcement. Performs other duties as assigned. Qualifications To qualify for this position at the FV-K (FG/GS-15) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J (FG/GS-14). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes: Experience of the architecture, database administration, application development, and system administration of Oracle E-Business Suite and Unison Prism; analyzing and architecting software and business process issues; executing corrective actions; and demonstrating experience of computer project assignments related to information technology system design, application development, system hosting, and networking services. AND Individuals must have IT-related experience demonstrating each of the four competencies listed below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. 1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
