Office of Mineral Resources – Mineral Income Division
The Mineral Income Division works closely with the State Mineral and Energy Board's (Board) audit section. This Division performs collection and accounting of revenue due the State from mineral leasing activity and production on State-owned lands and water bottoms on behalf of the Board.
The Division also performs audits of payor companies, including audits of major companies every three years, with auditors based in Houston and Dallas, Texas, as well as Baton Rouge, Louisiana. The field auditors work onsite at payor company offices, reviewing company records of items such as product allocation, volumes production and disposition, sales revenue and deductions, and oil and gas contracts, to determine compliance with payment obligations.
Employees are eligible for flexible work schedules upon hire and up to 2 days of telework after 6 months.

LOCATION & POSITION INFORMATION:
This Auditor Supervisor position is located in the Mineral Income Division within the Office of Mineral Resources (OMR) in Houston, TX. This position performs highly responsible, professional auditing work involving the performance of complex audits in oil and gas company offices and/or other field locations. Work requires extensive knowledge of the oil and gas industry, the regulations governing this industry and the contractual obligations applicable to the specific company under audit. General direction is received from the Director of Mineral Income. Supervision is exercised over a staff of Mineral Income Auditors. Additional duties include, but are not limited to the following:
Performs professional audit work of considerable difficulty in the extremely technical, complex and specialized area of oil and gas accounting, serving as technical advisor to less experienced auditors.
Analyzes buyer, seller and payor contractual terms as defined in processing, marketing, transportation, and other operating agreements.
Examines, analyzes, and evaluates mineral lease contracts, utilization agreements, court judgements, industry pricing, cash disbursements statements, sales statements, gas plant allocation statements, journals, ledgers, and any various other financial documents.
Supervises aspects of the agency audit program, including assigning work to subordinate auditors.
Reviews audits for accuracy and compliance for direct subordinates before the issuance of a billing.
Determines a valid representative sample of financial transactions to audit and prepares/reviews audit findings and thorough reports of such filed audits.
Maintains and reviews status of all open Baton Rouge field audits, status of bankruptcy issues and recoupment issues, and audits as necessary.
Prepares evaluation forms, approves time and attendance records, reviews/approves requests for leave, and recommends appropriate personnel actions
Conducts audits that are more sensitive or handle matters of great confidentiality related to the audit program.
Performs other duties as assigned by the Audit Manager or Audit Director 3

Minimum Qualifications
MINIMUM QUALIFICATIONS:
FISCAL OPTION:
A baccalaureate degree with nine semester hours in accounting and an additional fifteen semester hours in any one or combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus three years of professional level experience in accounting, financial auditing, operational auditing, or compliance auditing.
GENERAL OPTION:
A baccalaureate degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus three years of professional-level experience in accounting, financial auditing, operational auditing, or compliance auditing.
SUBSTITUTIONS:
A certified public accountant (CPA) certificate, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation will substitute for the baccalaureate degree with twenty-four semester hours of the required coursework plus one year of the required experience.
A baccalaureate degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation will substitute for the twenty-four semester hours of required coursework.
A master's degree with a major in accounting, auditing, business administration, finance, management, economics, quantitative methods, public administration or information systems and decision science will substitute for the twenty-four semester hours of required coursework plus one year of the required experience.
NOTE: Any college hours or degree must be from an accredited college or university.
