This work unit exists to manage a large, water-based park in cooperation with the Bureau of Reclamation and within the guidelines of Colorado state statutes, regulations, and Colorado Parks and Wildlife policies and procedures for the use, benefit and enjoyment of over 900,000 annual visitors that utilize the park. The work unit provides world-class recreational opportunities while protecting the natural resources within the property. In support of the Colorado Parks and Wild’s mission the work provides exceptional services that include visitor services, maintenance and facility upkeep, natural resource protection, outdoor education, administrative functions, law enforcement and emergency response operations, inter-agency cooperation, and program management/development. The work unit administers Colorado Parks and Wildlife programs within the park, and provides recreation and natural resource management expertise to federal, state, county, local and private entities.

Description of Job

This position exists to support work unit management by collaborating with the section supervisor to ensure all management activities and efforts are consistent with the mission and goals of Colorado Parks and Wildlife. This position works under the supervision of the section supervisor by cleaning, repairing, replacing, maintaining, and operating equipment, small utility systems, grounds, facilities, and infrastructure for the use of park visitors and staff. This position inspects, maintains, repairs, cleans, replaces, and manages maintenance needs, under the supervision of the section supervisor, including all park grounds, the swim beach, roads, shorelines, campsites, group picnic area, trails, management of park and State Fleet vehicles, alternative vehicles, general equipment maintenance, helps with in the natural resource protection and management, weed/pest control, and helping to ensure compliance with local, state and federal guidelines (OSHA, ADA, etc.). This position supervises and will assist with hiring, training, scheduling and supervising assigned temporary personnel and volunteers to fulfill day-to-day and long-term maintenance needs, the park goals, and Colorado Parks and Wildlife’s mission. This position has purchasing responsibilities, and may work with budgets, contractors, vendors, and must operate within state fiscal guidelines. This position will acquire and maintain certifications as needed to fulfill the functions of the position. This position must complete/submit regular reports and communicate with supervisors, park management, CPW management teams, State Fleet, outside agencies, partners and the general public.

Maintenance & Program Management

Under the direction of the work unit supervisor, plans, directs, oversees, supervises, and participates in park maintenance related activities of the work unit as assigned, as needed, and/or requested by the work unit supervisor. Ensures work unit maintenance goals and objectives are accomplished effectively and efficiently through planning and completing appropriate maintenance duties, resolving maintenance related problems, maintaining and repairing facilities, grounds, and equipment, and assisting with maintenance related reporting programs. Performs duties that may include, but are not limited to: electrical, plumbing, irrigation systems, sewer systems, campgrounds, picnic areas, playgrounds, roads, marina infrastructure, boat ramp maintenance, waste management, maintaining open space areas (vegetation and pest management), cleaning restrooms, cleaning fire pits/grills, emptying trash cans, shoveling/plowing snow, emptying recycling, mowing, tree trimming, interior/exterior lighting, management of pesticides/herbicides, sign installation and repair, and bulk fuel management. Performs routine, preventative and controlled maintenance tasks independent of or in conjunction with other staff to construct, maintain, and repair buildings and facilities. Operates, maintains, and repairs equipment including, but not limited to tractors, tractor implements, dump trucks, snow plows, mowers, landscaping tools, a wide variety of power and hand tools, boats and ATV’s, and small engines. May work with statewide and regional project managers, contractors, vendors, and collaborate and/or assist seasonal staff, full time staff, supervisors, and park management to complete projects and ensure efforts in all work unit areas are consistent with the goals of the work unit and the Colorado Parks and Wildlife mission. Observes Colorado Parks and Wildlife lands and waters for environmental issues/impacts, insect, disease, weed, forest, and wildlife problems and documents and reports all problems to appropriate staff.

Administration

Prepares, documents, evaluates, reports, completes and maintains accurate and complete program files for all efforts related to their areas of responsibilities, their duties, and within the maintenance program which includes work plans, progress reports, employee paperwork, evaluations, purchasing, budget requests, fleet reporting, fuel usage reports, chemicals and application reports, requests for bids from contractors and vendors, recording work hours, and maintaining all records according to policy. Work within established budgets, as well as track, recommend, and document expenditures related to program management and assigned duties. Designs work plans and completes field work to achieve CPW’s mission, the park’s maintenance goals, weed/pest management goals, natural resource protection, and grounds and facility upkeep and maintenance while assuring the safety of the public and park staff.

Temporary Employee & Volunteer Program Administration

Directly oversees and supervises assigned temporary workers, interns, and volunteers. Recruits, interviews, hires, trains, supervises, advises, counsels, motivates, assigns duties, schedules, resolves conflicts, delegates special projects/duties, ensures compliance with statutes and all policies and procedures, takes appropriate corrective/disciplinary actions regarding employee performance as directed, conducts meetings, and develops work plans for their respective temporary employees, interns, and assigned volunteers that accomplishes the park and Colorado Parks and Wildlife’s mission. Implements processes to ensure assigned temporary workers, interns, and volunteers are trained and performing their assigned duties within the park on a daily basis. Works with the work unit’s management staff on scheduling and adjust staffing patterns as the need arises.

Customer Service & Public Relations

Provides customer service as a representative of the park and of Colorado Parks and Wildlife. Maintains a positive image of themselves, the park, and of Colorado Parks and Wildlife. Interacts with customers and provides information to educate, ensure safety, and to promote the park and Colorado Parks and Wildlife. Advocates the interests of the park to gain public support for park operations and management, and for all Colorado Parks and Wildlife. Answers questions and conducts informal public contacts on and off the park. Provides park visitors with information on safety, weather, directions, park conditions, and other general park and agency related information. Explains rules and regulations to park visitors. Promotes all Colorado Parks and Wildlife areas and activities.

Training & Certifications

Obtains and maintains skills and certifications (if required) in the areas of water systems, sewer systems, electrical, plumbing, carpentry, masonry, painting, etc. Attend annual in-service training, trade related trainings, and self-educate regularly to ensure proficiency and legal compliance with safety regulations and administrative policies and procedures. Obtains/maintains park systems certifications. Communicates section needs, potential issue, and liability concerns to their supervisor and park management. Obtains/maintains certifications for a Class C water operator license, wastewater system and small operator license, restricted class 1 distribution operator license, herbicide and pesticide applicators certifications, and others that the section supervisor finds necessary.

Minimum Qualifications

At least four years of work experience in construction, carpentry, equipment/machinery operation, farming, ranching, range land management, wildlife/habitat management, resource management, landscaping, facility maintenance/management, HVAC, plumbing, electrical or an occupational field related to the work assigned to the position. You must adequately demonstrate your experience in your application as it relates to the duties of this position. No formal college education is required.

Substitutions

Appropriate education in, construction or project management, natural resources, or recreation management, or a related field of study will substitute for the required experience on a year-for-year basis.
