Summary:

Oversees all aspects of field activities and construction management on federal contracts. The Construction Program Managers responsibilities include managing and driving project initiatives, overseeing subcontractor compliance, project scheduling, cost controls, sustaining and expanding services, correspondence, and coordination with home office, clients, and other stakeholders. The Construction Program Manager should be an independent, self-motivated professional experienced in managing large complex construction projects, environmental remediation projects, and have a desire to grow professionally with each challenging project.

Essential Duties and Responsibilities: (including but not limited to)

  • Participates in the planning and formulation of design alternatives and solutions for construction projects, provides conceptual estimates, feasibility studies, and cost estimates, and may coordinate the production of basic design plans and construction documents
  • Develops and administers project budgets and fiscal controls, contracts, and quality control provisions
  • Determine staffing needs for assigned projects working with technical team to assign necessary resources using both internal and external resource pools
  • Performs project cost estimating, project specifications, and value engineering as appropriate
  • Oversees all aspects of day-to-day management construction projects; monitors and coordinates work performed by Field personnel and subcontractors
  • Interpret construction drawings and communicate construction requirements to site construction superintendent and crew
  • Reviews and interprets proposed designs, architectural drawings, and building specifications to institutional standard and initiates revisions where appropriate
  • Prepares schedules and job mobilization for field teams
  • Ensures that project operations are in compliance with design specifications and with state and federal policies and regulations
  • Address management, technical, or administrative issues that arise during field operations to ensure project objectives are met
  • Authorizes the issuance of contracts, purchase orders, change orders, and approves contractor invoices for payment
  • Inspects, approves, and accepts completed projects ensuring conformance with building and life safety codes and architectural/engineering specifications
  • Ensure compliance with all safety, quality and security processes
  • Perform any other duties as assigned by management.

Minimum Qualifications:

  • Bachelor's Degree in Engineering, Construction Management or other related discipline

    • Experience may be substituted for education on a 1:1 basis
  • Fifteen (15) or more years of experience in construction management or engineering

    • Ten (10) years of which managing projects with a value of 10 million dollars or more specifically in Commercial and Public works sectors
  • Strong Knowledge of estimating and executing Design Build and Bid Build Projects

  • Experience managing multiple task orders
  • Strong knowledge of and ability to administer and enforce local, state, and federal safety laws and regulations, including OSHA, as well as contractual requirements pertaining to construction site, PCRA, ICRA and Healthcare safety
  • Ability to pass background checks by various Federal Agencies (e.g. DOD, DHS, FAA, etc.) to obtain security access badges
  • Valid driver's license and ability to be covered under company vehicle policy
  • United States Citizen or Permanent Resident
  • Thorough understanding of corporate and industry practices, processes, standards, etc. and their impact on project activities.
  • Proven ability to perform project estimating in Win Est or HCSS Heavy Bid
  • USACE experience with RMS and CQM procedures
  • Proven ability to perform and use P6 including invoicing and cost contr l functions
  • Previous experience as a Project Manager running projects with the Federal Government

Preferred Qualifications:

  • Strong knowledge of Microsoft Office Suite and databases such as Word, Excel, Access, PowerPoint and Outlook.
  • Management of projects over 15 million dollars
  • Previous experience in managing Federal Government projects
  • Working knowledge of ProCore software
  • Proficient use of Pipeline Suite
  • Extensive knowledge of performing project in remote locations
  • Extensive knowledge of Bidding competitive projects

Working Environment:

  • May be indoors or outdoors, subject to confined spaces, changes in temperature, weather conditions, and noise levels.

Physical Demands (including but not limited to):

  • Frequent lifting, sitting, standing, stooping for prolonged periods of time, using hands/fingers requiring dexterity, should have good hand-eye coordination and motion control in coordination with handling tools, equipment and other related components
  • Reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 10 hours
  • Frequent lifting of up to 50 pounds such as small electrical components, equipment and other materials
