Day - 08 Hour (United States of America)

The Director of Quality – Emergency Services develops and implements strategic initiatives resulting in operational and clinical outcomes consistent with superior publicly reported and academic comparative quality performance. Ensures alignment between the goals and processes of the SHC Quality Department and those of the destination service lines. In conjunction with the Medical Directors, vice presidents, department quality consultants and the medical directors of the relevant Service Line outpatient and inpatient clinical units, develops, maintains, and refines measures of clinical quality and safety to support the clinical, educational and research mission of the service lines.

Essential Emergency Services compliance specific functions:

• Develops, coordinates, publicizes and disseminates the results of the programs to professional audiences and policymakers in the region, the US, and the world.

• Manages service line Quality Consultants and collaborates with other department level quality consultants and peers within the Quality Department to ensure shared goals are met.

• Develops and implements innovative quality and safety measurement and improvement tools and strategies to facilitate fulfillment of the goals of the service lines. Ensures that data regarding quality and safety initiatives are routinely reviewed and actions for improvement are identified and acted upon by multi-disciplinary teams.

• Develops and evaluates the goals and prioritizes the work of the service line quality and safety program consistent with the strategic objectives of the service lines, SHC, and Stanford SoM as defined in agreed upon dashboard metrics.

• Identifies and improves the infrastructure supporting the services and staff who provide patient care, creating a culture of patient safety and demonstrating the value of the clinical care provided.

• Provides education and training related to Quality and Safety initiatives and activities, process and methodology to relevant Cancer Center personnel.

• Identifies gaps in clinical quality and directs the development and promulgation of innovative, potentially transformative measures of patient care and clinical research quality.

• Ensures the integrity and accuracy of the data that is utilized to implement process and outcome improvement programs.

• Within the SHC Quality Department, works closely with the Ambulatory, Infection Control and Prevention, and High Value Care teams on cross-cutting initiatives that impact the cancer population throughout the spectrum of their patient care journey.

• Oversees use of and optimization of the patient safety reporting system, which captures events causing patient harm, near misses, and lesser levels of potential patient harm, as reported by Cancer Center, SHC, and Stanford SoM personnel.

• Establishes and tests a “passive” reporting system (i.e. a system not requiring informants to take an action) to identify events which could potentially cause patient harm.

• Develops strategies (including root cause analysis, identification of sentinel events, and other tools and strategies to transform patient safety reporting and innovation) for system change to prevent future similar events.

• Plans, implements and evaluates policies, procedures, strategic plans and new programs.

A Brief Overview

The Director of Emergency Services is responsible for the overall leadership and functions of the Emergency Department. This position provides direction and leadership to implement and oversee nursing/ clinical care standards, practice and competencies for neonatal to geriatric patient population. The Director of Emergency Services assures that the department meets or exceeds expected outcome measures including patient satisfaction, employee/ staff safety, employee satisfaction, length of stay, clinical quality and standards. The Director will collaborate with quality management and external regulatory and accrediting entities to ensure all mandated services and standards are met and exceeded for both adult and pediatric patients that are seen.

This position also manages department finances and business goals, including budgeting and control of salary, non-salary, and capital investment expenses. The incumbent is responsible for maintaining effective and responsive relationships with patients, managing professional and clerical staff – including interactions with each department at Stanford Health Care and liaison with Emergency Medical Services, San Mateo County, and Santa Clara County.

What you will do

  • Collaborates with Human Resources on the recruitment and selection of qualified employment candidates, following all policies, guidelines and applicable laws

  • Develops and implements policies that guide and support the provision of services; ensures that policies and procedures are compatible with the function and goals of SHC and which meet the external regulatory and statutory requirements.

  • Effectively assists in providing leadership, direction, and the administration of operations to ensure compliance with established institutional objectives and the delivery of optimal quality and safe health care services.

  • Effectively provides direction and policy interpretation to managers in managing their respective areas of responsibility; offers advice in handling special human resources matters and administrative concerns.

  • Ensures that departments/areas comply with or exceed all regulatory requirements including, but not limited to, JCAHO, CAP, OSHA, FDA and compliance with EMTALA regulations.

  • Guides the preparation of Hospital/departmental budgets and allocation of funds based upon reviews of department estimates/recommendations, familiarity with operating procedures and cost/revenue projections.

  • Integrates department's services with the hospital's primary functions by supporting organizational mission, priorities and goals, and by delivering optimal quality health care services.

  • Provides and maintains effective communications with medical staff, the community and all levels of supervision and staff. Regularly tours the facilities and service areas to identify opportunities for change and development.

  • Regularly measures staff's performance against established criteria-based performance standards; utilizes evaluations as an objective management tool for counseling staff members to higher levels of performance to facilitate their professional development and maximize their contribution towards established institutional goals. Always takes immediate action in serious disciplinary situations; documents actions taken and the rationale for the decision.

  • Reviews all department requests for capital expense items and submits same, with recommendations, to the Vice President

Education Qualifications

  • BSN required, Master degree in Nursing, Healthcare Administration, Business or other applicable fields preferred

Experience Qualifications

  • Experience: 7-10 years of broad, extensive, and progressively responsible directly related work experience in administrative and/or managerial positions

Emergency Services Quality Required Knowledge, Skills and Abilities

  • Demonstration of effective verbal and written communications skills. The successful candidate will produce one or more examples of publication in either the peer reviewed medical literature to which she or he has contributed and been recognized as a co-author or acknowledged as a medical writer, or an example of “enduring materials” in other media. Participation in peer-reviewed publications a plus.

  • Knowledge of governmental and other regulatory standards, requirements, and guidelines, specifically, Joint Commission, CMS Conditions of Participation, Title 22, California Business & Professions code, California Health and Safety Code, American Society of Clinical Oncology, American College of Surgeons, National Quality Forum.

  • Knowledge of principles and practices of organization, administration, fiscal and personnel management.

  • Knowledge of local, state and federal regulatory requirements related to the functional area.

  • Knowledge of computer systems and software used in functional area, including Electronic Health Records (EHR). Experience with the EPIC system and its relevant modules (including BEACON) a plus.

  • Experience with Microsoft Office Products (including Word, Excel, PowerPoint) and Visio.

  • Demonstrated ability to manage, organize, prioritize, multi-task and adapt to changing priorities.

  • Ability to provide leadership and influence others.

  • Ability to foster effective working relationships and build consensus.

  • Ability to mediate and resolve complex problems and issues.

Required Knowledge, Skills and Abilities

  • Knowledge of current emergency nursing practices and procedures according as defined by the California Nurse Practice Act, Emergency Nursing Scope of and Standards of Practice, ANA Scope and Standards of Practice and ANA Code of Ethics in coordination with hospital policy and procedure.

Base Pay Scale: Generally starting at $99.92 - $132.39 per hour

The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training. This pay scale is not a promise of a particular wage.
