Schedule: Monday - Friday, 40 hours per week

Position DescriptionATSG is presently identifying candidates for aHuman Resources (HR) Specialist to support our awarded contract, Central America Regional Security Initiative (CARSI) with the U.S. Department of State (DOS) International Narcotics and Law Enforcement (INL). This HR Specialist will work out of an ATSG centrally located support office within Panama City, Panama. As the Panamanian HR Specialist, you will be the first point of contact for the ATSG Human Resources department in Panama. You will coordinate between employees, CARSI program managers, ATSG leadership, and Legal & Compliance on a variety of employee matters. You will also build and lead HR trainings, oversee the employee exit process, and welcome new employees during their HR orientation. Being part of a bigger team, you will also work on department-wide improvement initiatives, workplace safety, and other ad hoc requests such as benefits matters, onsite emergencies, and employee appreciation. You will report directly to the ATSG Panama Deputy Program Manager (DPM) and work closely with ATSG’s Human Resource and Recruitment departments.Duties and Responsibilities

  • Accomplishes human resource objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions.

  • Performs cradle-to-grave recruitment, screening, job offer letters, on-boarding, and off-boarding processes of task order personnel for task order positions.

  • Facilitates employee hiring and onboarding with ATSG, including the management of employee benefits and pay discrepancies.

  • Maintains and updates ATSG databases & systems for 100% accurate employee records.

  • Maintains records related to grievances, performance reviews, and disciplinary actions.

  • Manages delivery of assigned tasks and queries within scope of personal and team workload and agreed handoffs.

  • Liaises with outside legal counsel and ATSG Corporate office.

  • Coordinates medical and drug test with local supplier for all task order personnel.

  • Ensures relevant standards, processes and regulations are upheld in accordance with company policy, as well as local country laws; coordinating with the CARSI Program Manager (PM) and Deputy Program Manager (DPM) to incorporate applicable U.S. State, Federal, and international laws.

  • Researches and negotiates vendor contracts.

  • Updates Consolidated Applicant Tracking System (CATS) and Recruitment Module System (RMS).

  • Monitors time and attendance for personnel including timesheets, paid time off (PTO), flextime, and overtime.

  • Performs periodic file audits to ensure that all required employee documentation is collected and maintained appropriately.

  • Assists personnel with the work permit and visa processes.

  • Assists in the facilitation of security clearances by providing new employees with the information necessary to complete a background check and obtain a MRPT or mission Regional Security Officer (RSO) clearance, as well as responsible for the tracking of the security clearance request status.

  • Oversees local bank account, generates bank reports to share with payroll vendor and HQ Finance.

  • Coordinates the transfer/wiring of all funds from ATSG HQ to the In-Country Support Office (ICSO) bank and/or third-party payroll vendor.

  • Coordinates the processing of the local payroll with third-party payroll vendor (completing incidences report, payroll review and accuracy approval, etc.).

  • Assists employees with benefits tasks, such as claim resolutions and reconciling benefits statements.

  • Supports on-demand requests from other ICSO’s (i.e., recruitment and interviewing of applicants, assisting with qualifications matrices, resumes, language testing, etc.).

  • Monitors and documents compliance with U.S. and local labor laws and FAR 52.222-2(b).

  • Advises management and employees on corporate policies such as equal employment opportunity, sexual harassment, and the trafficking persons.

  • Assigns and monitors contract and corporate required training via the ATSG Academy Portal for all employees on the task order.

  • Liaises with vendors, government inspectors, clients, office administration/organization.

  • Leads the language test application and communication processes.

  • Assists Deputy Program Manager with annual performance evaluations of task order personnel.

  • Works in collaboration with Deputy Program Manager (DPM) and Operations Coordinator to oversee management of annex facility.

Minimum Qualifications

Education & Knowledge:

  • A bachelor’s degree in human resources, business, management, communications, employment law, or another relevant area of study.

  • Must have knowledge of business and management principles in strategic planning, coordination of people, and standard HR practices.

  • Special knowledge in areas such as (but not limited to): local labor laws, corporate policies & procedures, employee benefits, payroll duties, recruiting, onboarding & offboarding, attendance management, personnel file maintenance, performance reviews, or grievances.

  • Solid knowledge and understanding of local labor legislation and payroll process.

  • Knowledge of full-cycle recruiting and off-boarding.

  • Knowledge of and current experience with using applicant tracking systems (ATS).

  • Familiarity with local government Work Permit / VISA regulations, policies and laws pertaining to travel on behalf of U.S. government missions.

Language:

  • English FSI Level 4/4 (verbal and written fluency).

  • Spanish FSI level 4/4 (verbal and written fluency).

  • Must be able to translate verbal and written communications, documents, legislation.

  • Excellent cross-cultural understanding.

Experience:

  • 3 to 6 years of recent and relevant experience performing in a similar Human Resources and/or Recruitment role.

  • Experience in full-cycle recruitment, onboarding, training, and offboarding.

  • Utilization of multiple databases to access essential information.

  • Experience problem-solving and proven team coordination abilities.

  • Demonstrated ability to use independent judgment and creativity to address and resolve issues such as employee performance, benefits, and government program contracting related issues.

  • Designing and conducting effective employee training and development plans.

  • Identifying the company’s hiring needs and managing the recruitment process to ensure it runs smoothly.

  • Demonstrated ability to read, understand, and apply policies, procedures, and guidelines in real time in both English and Spanish.

Skills & Abilities:

  • Excellent negotiating skills.

  • Ability to exercise strong judgement skills and appropriate discretion.

  • Ability to research, track, comprehend, and incorporate existing and changing local labor laws and advise ATSG HQ of the implications on corporate policies and procedures.

  • Creating, implementing, and evaluating all human resource department policies, procedures, and structures.

  • Coordination and implementation of private healthcare and insurance programs.

  • Maintaining and updating all employee records regarding all new/active/past employee files and information.

  • Identifying the company’s hiring needs and managing the recruitment process to ensure smooth offboarding and onboarding practices.

  • Responding to employees’ queries and resolving issues in a timely and professional manner.

  • Must be able to prioritize and plan work activities, to use time efficiently.

  • Must be organized and thorough, with high attention to detail and able to monitor work for quality and timely delivery.

  • Ability to compose, edit, and format documents, reports, presentations, and other essential records to the set standard of ATSG, clients, and vendors.

  • Excellent data collection and analytical skills.

  • Extensive skill base in customer services, typing & data entry skills, and using/troubleshooting office equipment.

  • Demonstrated competency in Microsoft applications including Word, Excel, Teams, and Outlook.

Competencies:

  • Intimate familiarity with Panamanian labor laws.

  • Meticulous attention to detail and follow-through is a must; performs tasks with high degree of accuracy, efficiency, and timeliness.

Preferred Qualifications

  • Knowledge of US Department of State agency-specific policies, processes, and procedures.

  • Knowledge of benefits/insurance offered through local country’s government.

  • Maintenance of bank accounts, accounts payable, and working with third party payroll vendors.
