We are currently seeking a Project Management Analyst, Senior to support PMA-272 located at Patuxent River, MD.
Functional Description: Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management. Analyze data to identify risk to cost, schedule and performance and recommend mitigation strategies to reduce risk to products.
Duties:
Provide program management and operations support
Applies analytic techniques in the evaluation of program/project objectives.
Applies government-instituted processes for documentation, change control management and data management.
Plan program execution to mitigate cost, schedule, and performance risks
Facilitate resolution of issues impacting the progress or costs of a program
Review and analyze short- and long-term strategic planning objectives
Lead the efforts of acquisition personnel, technical personnel, and support activities in developing and implementing process improvements
Extensive knowledge of the NAVAIR Procurement Process/PID Guide including Statement of Works (SOWs), CLIN structures, development of Sections B-J and Contract Data Requirement Lists (CDRLs)
Serve as a key participant in the development of acquisition strategies that serve as the framework for integrating functional activities essential to the acquisition effort
Manage the preparation of documents, specifications, requirements, criteria, and standards that define needs and parameters of the programs
Analyze, evaluate, prepare, and deliver program briefs, budgets, reports, and correspondence
Develop and maintain relationships within the organization and with relevant external stakeholders and groups to foster inclusive collaboration and integration
Assist with tasks as required, related to the following: Manage contracts, task orders, and delivery orders, to include administrative modifications and tracking contract ceilings by CLINs
Prepare draft RFPs
Coordinate with the Configuration management IPT and Fleet Support Team (FST) on the planning, development, and execution of all Engineering Change Proposals (ECPs) and Technical Directives (TDs) in accordance with NAVAIR 00-25-300
Enter Requirements in the Acquisition Management System (AMS) including Common Spend Plan Tool (CSPT), Procurement Management Tool (PMT), and Contract Data Requirements List Tool (CDRL), and advises Government on status of financial and procurement actions.
Applies SECNAV, OPNAV, and OSD policy and documentation to support programs/project through PPBS and life-cycle management of military acquisition programs (as specified in the DoD 5000 series).
Processes program acquisition, funding and contract documentation for military programs.

Required Experience: Ten years of combined experience performing duties described in the functional description.
Required Education: Master's Degree. Allowable Substitutions: Bachelor's Degree plus two (2) years additional work experience performing duties de scribed in the functional description of the labor category may be substituted for a Master's Degree. Or Associate's Degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree. Or Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master's Degree.
Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
