We are currently looking for a Foreign Military Sales (FMS) Financial Analyst, Junior to support the H-60 Multi-Mission Helicopters Program (PMA-299) in Patuxent River, Maryland. The ideal candidate will be able to perform the following duties and have the required experience and education.

Functional Description: Conduct quantitative analyses of information requiring financial and/or accounting support. Provides support to the activity Accounting Department, Budget Department, Financial Systems Department or Business Operations Department, or other organizational support elements and other activities. Performs managerial/cost accounting, budgeting, funding execution, manpower management, workload, acquisition, document management, system support, and financial analyses to provide efficient allocation and effective utilization of financial resources,

making recommendations for improving operations, systems, and reporting. Utilizes Navy ERP to perform financial execution functions. Provides support with a variety of management activities, corporate initiatives, special projects, and data calls which could have significant impact on the organization and its business operations. Demonstrates knowledge of DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), Planning, Programming, Budgeting, and Execution, and DoN procurement policies and procedures.

Key Qualifications/Tasking

  • Provide support for budget development, execution tracking, and the generation and tracking of financial documents using various Navy and DoD electronic data systems such as Management Information System for International Logistics (MISIL), Navy Enterprise Resources Program (N-ERP), SharePoint, Case Reconciliation Tool (CRT), current work planning tools, and other systems not yet required by FMS to include but not limited to Common Spend Plan Tool (CSPT), and Integrated Data Environments (IDE). Conduct quantitative analyses of information affecting investment programs of public or private institutions.

  • Assist the Program Manager and Resource Sponsor in the coordination, upgrades and submits of the Financial Management Reviews (FMR), Program Management Review (PMR), Navy International Programs Office (NIPO), Defense Security Assistance Management System (DSAMS) Manpower Sheets, FMS Case budget drills as well as coordinate inputs and ensure that data provided is in an acceptable format.

  • Maintain, consolidate, and organize databases, such as the Case Reconciliation Tool (CRT), of budgetary status information, based on information provided through the Management Information System for International Logistics (MISIL), Navy Enterprise Resources Program (N-ERP) and Defense Integrated Financial System (DIFS).

  • Perform budget execution, including tracking the status of obligations and expenditures in detail by Country and Case, and program for financial reconciliation for all funds; update/develop spreadsheets and financial status briefs and presentations.

  • Prepare financial charts and input for briefings supporting mid-year reviews, budget execution reviews, spend plan reviews, and various other program briefings.

  • Track and monitor financial documents through the routing and approval process

  • Participate in preliminary financial reviews and prepare monthly and quarterly reports for the IPT Lead and FMS Case Manager.

  • Performs business financial management activities in support of pre-case, case execution, reconciliation, and case closure activities

  • Analyzes total program financial requirements for the development of P&A, LOA, amendments, modifications, revisions, and other pricing elements

  • Applies knowledge of financial management functions, processes, and analytical methods to evaluate program information required for the Budget Financial Manager (BFM) and Program/Case Manager

  • Demonstrates knowledge of DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), PPBE, and DoN procurement policies and procedures experience

    Required Education: BS or BA degree in a business, management, or relevant technical discipline or allowable substitutions. Allowable Substitutions include an Associate's degree and an additional four (4) years of experience as substitution for a BS or BA degree OR an additional six (6) years of experience as substitution for the BS or BA.

    Required Experience: Has less than 3 years of experience in supporting military program acquisition. A demonstrated working knowledge of DoD Financial Analyst support is desired.

    Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
