Naval Facilities Engineering Command FINANCIAL MANAGEMENT ANALYST in Pearl Harbor, Hawaii

Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the BUDGET FORMULATION & EXECUTION DEPARTMENT of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. SALARY: GS-11: $75,640- $98,330 GS-12: $90,662 - $117,856 A Cost-of-Living-Allowance (COLA) of 8.9% will be added to the stated salary. Responsibilities You will perform work in automated budgetary systems and computer-generated products. You will perform review and issuance of Operating Target (OPTAR) Controls.. You will assist Directorates/Divisions Program Analysts in execution of fiduciary and funds control processes, resolution of labor allocations and corrections, review and reconciliation of appropriations. You will assist in preparing monthly execution brief and responding to data calls. You will review, analyze and reconcile financial data and reports for accuracy and reliability in accordance with appropriate laws, rules and regulations. You will identify deviations and root causes in budget formulation practices utilizing Financial Regulation and NAVFAC policies and procedures and make recommendations for corrections or improvements. You will utilize knowledge of the Financial Improvement and Audit Readiness (FIAR) compliance and reporting requirements. You will track execution of labor and non-labor for NAVFAC PAC Area of Operations (AO). Requirements Conditions of Employment Qualifications GS-12 LEVEL Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of budgetary policies, precedents, procedures, goals, objectives, regulations, and guidelines to meet financial management objectives for the Department of Navy; 2) Operating administrative and financial management systems to perform financial management analysis; 3) Identifying and using data analytics in order to resolve a range of budgetary and labor problems; 4) Using computer-generated products such as Excel and Pivot Tables to accomplish assignments; and 5) Giving direction, instruction, and guidance to a group of individuals to meet financial management objectives. GS 11 LEVEL Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing the following: 1) Implementing legal and regulatory controls over approved budgets; 2) Analyzing cost and benefits of financial management organization's program and administrative operations; 3) Identifying and using data analytics in order to resolve a range of budgetary problems; and 4) Resolving of labor allocations and corrections.
