Naval Supply Systems Command MANAGEMENT AND PROGRAM ANALYST in Pearl Harbor, Hawaii

Summary You will serve as a Management and Program Analyst in the Terminal Operations Division, Operations Department, Fleet Logistics Center Pearl Harbor (FLCPH) of NAVSUP FLT LOGISTICS CNTR PEARL HARBOR. Responsibilities You will support the Ocean Terminals Division/Operations Department in identifying and tracing reimbursable cost and most efficient organization (MEO) cost. You will work with functional managers and staff to ensure appropriate job orders have been established to facilitate data collection. You will monitor and assist Ocean Terminals execution using financial data provided by the Business Office, and metrics and workload data obtained from Global Air Transportation Execution System (GATES) and Enterprise Resource Planning (ERP). You will recommend changes to processes or procedures to promote efficiency and effectiveness or improve quality or service provided. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have at least one year of Management and Program Analyst specialized experience equivalent to the (GS-7) grade level in the Federal Service or equivalent pay band or equivalent experience in the private sector that demonstrates a thorough knowledge of policies to identify, analyze financial requirements to recommend procedures, statical provisions, and program management principles. I also have experience reviewing all financial documents and preparing effective reports for financial use. Examples of specialized experience include: 1) Providing program support while performing management studies and evaluating various business operations on management programs which may include those listed in the introduction as well as new programs; 2) Recommending and coordinating changes to allocations and financial accounting codes (e.g. default labor codes and job orders); 3) Reviewing, studying and analyzing program and processes either independently or as part of a team effort; and 4) Monitoring Business Plan execution using financial data provided by the Business Office.
