Description of Work

This position will be located at the Roadside Environmental Office in Burgaw. Position will supervise Contributing Engineering Technicians, with duties including but not limited to reviewing daily inspection reports, scheduling project personnel and project field reviews. Position will work closely with Engineering Technician – Advanced and Division Roadside Engineer to ensure that contracts for Rest Area Maintenance, Selective Vegetation, Mowing, Sweeping and Irrigation are prepared and administered correctly. Position will provide technical guidance to the Roadside Environmental Unit crews and assist the Division Roadside Engineer in ensuring the successful delivery of work plan, ensuring provide prompt responses to maintenance needs and in delivering the Roadside Environmental Unit Program.

Experience in contract administration and/or contract development
Working knowledge of herbicide and pesticide materials available for use in vegetation management regime
Demonstrated supervisory experience including staff scheduling, performance tracking, and evaluation
Experience planning, developing, scheduling, tracking and completing projects independently or with limited supervision
Experience in maintaining detailed records and reports, performing analysis of findings, and recommending corrective action
Additional Requirements:
Thorough expertise and understanding of concepts, practices, and theories used in Roadside Environmental. Ability to serve as a technical expert while independently accomplishing assigned tasks. Thorough knowledge of state and/or federal rules and regulations for Roadside Environmental to ensure compliance and provide guidance/interpretation. Ability to independently conduct complex inspections for compliance with contract agreements, standards/codes and specifications. Ability to effectively use verbal and nonverbal skills to express complex technical and/or program concepts to related facts in a clear, concise, organized and persuasive manner. Ability to function in a full supervisory role for direct reports. May required ability to perform/supervise several administrative functions. Must be familiar with MS Word and Excel. Ability to operate a motor vehicle. Safety toe footwear meeting ASTM F2413-05 will be required within thirty (30) days of employment.
Prefer that employee have experience in grounds management as well as contract development, administration and inspection.
Minimum Education and Experience Requirements

Associate's degree in an applicable area of Engineering Technology, Survey Technology or a related curriculum from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
