Responsibilities You will develop and apply competencies through on-the-job and/or classroom training in the application of concepts principles, standards, terminology, practices, and procedures in a variety of financial administration and management duties. You will assist in the performance of functions such as: formulation of budget and cost estimates to support plans, programs, and activities, review and evaluate budget requests, control, and reporting of obligations and expenditures. You will research guides to locate accounting, budgetary and financial information and prepares summaries for use by higher-graded analysts. You will prepare preliminary budget estimates, financial reviews, etc. for a few relatively stable programs or program support activities. You will receive guidance from senior analyst or supervisor who provides specific instructions on the methods to follow, and the results expected in terms of the form and content of finished reports on analytical studies. You will obtain a basic knowledge of business operational systems and acquisition program life-cycle process. Requirements Conditions of Employment Qualifications For the GS-04 Grade Level: ELIGIBILITY: To be eligible for the GS-0599-04, you must meet the following level of education requirement:-You must have completed 2 full academic years of post-high school study or an associate's degree.-You are eligible if you are currently accepted for enrollment or enrolled in an accredited college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess the completion of 2 full academic years of post-high school study or an associate's degree. QUALIFYING EDUCATION: 1) A high school whose curriculum has been approved by a State or local governing body, or a home-school curriculum that has been approved by such a body or a State; and 2) Any of the following educational institutions or curricula that have been accredited by an accrediting body recognized by the secretary of the U.S. Department of Education: (i) A technical or vocational school; (ii) A 2-year or 4-year college or university; (iii) A graduate or professional school (e.g., law school, medical school); or (iv) A home-school curriculum. For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you must submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. Additional Information This announcement uses the Post-Secondary Students and Recent Graduates direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. This appointment is Term Appointment Not to Exceed 13 months. Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management.
