We're looking for an experienced Project Controls Cost Manager who thrives when people are in sync and projects are running not just on time but within budget. Based at the client’s project site in Philadelphia, PA, and working alongside other project controls managers and project managers, you’ll be responsible for the financial health and management of the project. This includes the overall program budget maintenance, change orders and invoice review. This role will overlap with purchasing, so that procurement is in accordance with program objectives. You'll manage and provide oversight to OARs and resolve complex construction project cost related issues, disputes, and disagreements.
As the onsite Owners Representative, you’ll be responsible for ensuring that the cost reviews and owner decisions are aligned with the material management, schedule, cost, scope as managed by Project Managers. You’ll provide effective, skilled project management to help reduce the costs of delivering projects and adding value to the business by applying proven project management techniques and play an integral role in mentoring staff.
Responsibilities:
Using the owner’s financial controls system and working in concert with project controls manager and project managers review, monitor, maintain and report on costs, budgets, and expenditures.
Change management including review and approval on merit/validity in concert with design team and take lead on all potential change orders (PCOs) / (PCIs) reviews.
Review independent check estimates completed and prepared by the PM and estimators.
Participate in change order review and negotiations.
Provide necessary leadership, support, and oversight to PM/APM/PEs assisting with change management tasks.
Review, comment, and act as necessary on the contractor’s monthly project report.
Attend and participate with all financial meetings and activities including budgets, costs, expenditures (pay application and invoice reviews), change management, procurement, estimating for bid packages, etc.
Bachelor’s Degree in Engineering, Architectural or Construction
15+ years of experience as a Project Manager managing cost, schedule, and quality for large-scale projects
4+ years construction experience with U.S. hospital and healthcare facilities
Strong working knowledge of pre-design and pre-construction, contract management, project delivery methods, building systems/components and technology, team building, and client relationship building
Willing and able to work at the client’s site with the program team Monday-Friday
Ideally, you’ll also have:
Prior experience with construction sites in healthcare, education, and/or public buildings
Certified Construction Manager (CCM) certification
Licensed Professional Engineer (PE)
