The Opportunity

As the Finance & Administration Analyst , you will serve as a member of the Operations team and report to the Finance & Administration Director. You will provide technical assistance to the project Finance & Operations team starting from reviewing and preparing payment authorization forms, posting payment transactions into the accounting system (QuickBooks), budget monitoring, reviewing the grant tracker, overall support and coordination in the administrative process, event arrangement, human resources, accounting and financial reporting. You will work closely with Finance staff and the Grants team to process accounting and financial payments efficiently and effectively.

Core Responsibilities

Finance & Accounting:

  • Working closely with the Finance Analyst to prepare all project payments including but not limited to grant disbursements, payroll, travel reimbursements and other payment transactions compliance with USAID regulations and local law.

  • Validate requests for payment with supporting documents, nature of expense categories, appropriate charge codes, approval authority thresholds, and enter accounting transactions into QuickBooks correctly.

  • Review request for grant payment from Grant Manager and verify grantees’ deliverable, print out all relevant supporting document submission for grant disbursements.

  • Assist supervisor to prepare the quarterly VAT refund report for donors.

  • Perform weekly electronic scans of Speed ROV and manage field office financial filing system.

  • Support F&A Director to monitor and update monthly project budget monitor file in SharePoint.

  • Review employee expense reports (travel expenses and operational expenses) for accuracy and completeness. Ensure that expense reports have been fully approved before submitting payments.

  • Work with Finance Analyst to prepare and submit the monthly tax declarations and tax payments before due date (purchase, withholding, salary, and fringe benefits through the E-VAT – the government e-filing system).

  • Ensure that all payment vouchers are well organized and filed in order with proper supporting documentation for future review.

  • The Finance & Administration Analyst will perform the priority duties during the absence of Finance and Administration Director on the submission of monthly Remote Office Vouchers (ROV), bank reconciliations, wire transfer requests, budget & taxation reporting.

  • Perform other duties as assigned by supervisor and Chief of Party.

Administration:

  • Prepare the NSSF monthly payment and submit the NSSF report.

  • Supporting Operations Specialist in the coordinator of collecting and preparing the project legal document on a need basis.

  • Monitoring and updating the project inventory reports. Conduct the physical inventory count on a quarterly basis.

  • Maintain and update weekly time tracker (annual vacation, sick and other leaves).

  • Support Procurement and Administration Specialist to perform any procurement process and a back-up procurement role.

  • Assist Operations Specialist for any kind of event arrangement processes.

What We Value

  • Minimum bachelor’s degree with at least 6 years’ experience in business administration, finance, accounting, management, or other relevant fields.

  • Experience with financial and administrative management of international development programs and other donor-funded projects in the field required.

  • Knowledge of USAID contractual and reporting requirements is an advantage.

  • Excellent financial management skills, knowledge of latest project management tools and computer applications such as Microsoft Office and QuickBooks.

  • Ability to advise teams on Abt and USAID project policies and regulations.

  • Knowledge and experience in budget forecasting, local taxation, and fund management.

  • Willingness to travel to other provinces for work.

  • Ability to set priorities, multi-task, and meet tight deadlines.

  • Ability to work as a team and independently with minimal supervision.

  • Strong analytical and computer skills (Word, Excel, Power Point, Microsoft Outlook, Team)

  • Excellent organizational, interpersonal, and oral communication skills.

  • Excellent written and spoken English and Khmer.
