DESCRIPTION OF WORK The role of an Environmental Engineering Specialist (EES) encompasses the management of intricate projects that may present significant technical challenges or involve legal actions initiated by the Department. An EES is responsible for delivering technical assistance in the development and issuance of National Pollutant Discharge Elimination System (NPDES) permits, as well as in the negotiation of Orders, Consent Orders, and Agreements related to industrial cases where discharges fail to meet established Water Quality Criteria or Technology limitations (Best Available Technology/Best Conventional Technology/Best Professional Technology) as mandated by NPDES regulations. This position requires engaging with a diverse range of stakeholders, including citizens, industry representatives, public officials, and engineers, to address and resolve inquiries and issues pertaining to the Permits Section of the Department. Additionally, the EES must prepare for and provide briefings to other Bureau staff in advance of these meetings.
In addition to stakeholder engagement, the EES is tasked with reviewing various project proposals submitted to the Bureau, crafting written responses that outline current or anticipated Departmental actions and permitting requirements relevant to the proposed initiatives. The specialist also evaluates preliminary applications for industrial wastewater discharges, setting discharge limitations that align with state water quality standards and comprehensive planning goals for the region. The review process for NPDES permit applications involves assessing both new and existing wastewater discharges to ensure adherence to water quality management objectives, standards, and federal regulatory requirements, including technology limitations established through Best Professional Judgment. This role necessitates the routine use of personal computers to operate water quality models, facilitating informed decision-making and compliance monitoring.
Work Schedule and Additional Information:
Full-time employment Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. Travel required for site visits. Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh. Salary:Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $67,678 (before taxes). REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Minimum Experience and Training Requirements:
Successful completion of the training program for Environmental Engineering Trainee; or Two years of professional experience in environmental engineering, and possession of a valid Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or One year of professional experience in environmental engineering, and possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or One ear of professional experience in environmental engineering, and a bachelor's degree in environmental engineering or in any engineering field that includes or is supplemented by 9 credits in environmental engineering. Graduate study in environmental engineering or in a closely related field may be substituted for the required experience on a year-for-year basis.
Condition of Employment: This position requires possession of a valid driver's license.
