POSITION SUMMARY

The Post Overdose Support Team (POST) is a collaborative program involving local first-responders, certified peer recovery specialists, case managers, treatment providers, and social service providers designed to provide support to individuals who have experienced an overdose and refused medical care. The POST initiative for the City of Pittsburgh will provide people with substance use disorder and co-occurring needs with person-centered social services and intense case management focused on harm reduction and compassion in lieu of criminalization and stigmatization. These individuals will be engaged in supportive services with the goal of reducing their likelihood of experiencing another overdose and improving quality of life.

The Certified Peer Recovery Specialist Supervisor will supervise Certified Peer Recovery Specialists (CPRS) who are primarily tasked with responding to and supporting individuals who experience overdoses. CPRS’s and the CPRS Supervisor will build trust with and empower individuals in active use to self-advocate for their needs. Additionally, certified peer recovery specialists and the supervisor will guide the POST unit at the intersection of person-centered complexities, systemic barriers, and being in active use in coordinating access to services.

The successful CPRS Supervisor will recognize the importance of lived experience in building trust and connecting the target population to services.

This is a one-year grant-funded position. Grant-funded positions are contingent upon renewal of the grant or availability of other funding sources.

Qualifying Requirements:

Your City of Pittsburgh application will be reviewed, and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show at least four (4) years of full-time experience working with mental health direct care experience, which may include experience in peer support services. At least two (2) years of supervisory experience is preferred. (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: The application must clearly show a High School Diploma or equivalent. A bachelor's degree in any discipline is preferred. A Certified Peer Recovery Specialist (CRS) or Certified Peer Specialist (CPS) is also preferred. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is four (4) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)

CIVIL SERVICE EXAMINATIONS

You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. Candidates who receive job offers must pass a medical examination (when applicable) prior to start date.

POSITION DUTIES

  • Provides weekly face-to-face supervision with direct reports, focusing on the development of CPRS's professional skills and self-care tools.

  • Develops the weekly work schedule for direct reports as related to caseload size and POST unit deployment.

  • Reviews and assigns all referrals from outside organizations and partners.

  • Provides and supervises secondary response to opioid overdoses and de-escalates individuals who have recently experienced an opioid overdose and who have refused additional medical treatment.

  • Reports to the POST Project Manager (PPM) and successfully implements the PPM's expectations regarding general function and deployment of Certified Peer Recovery Specialists.

  • Ensures direct reports complete paperwork and data entry on time and according to OCHS program guidelines.

  • Ensures the program is operating based on Office of Mental Health and Substance Abuse Services (OMHSAS) license standards.

  • Ensures staff maintain certification qualifications and training requirements.

  • Works directly with certified peer recovery specialist staff in providing guidance and supervision throughout their daily work.

  • Communicates with individuals experiencing active substance use issues to build trust, promote wellness, and mitigate risks.

  • Aids POST staff in formulating individualized service plans for program participants.

  • Advocates in conjunction with other POST staff for program participants’ needs as they navigate treatment services, mental health services, and the criminal legal system.

  • Collaborates with EMS personnel who have recently responded to an opioid overdose to ensure a successful warm handoff to the POST unit.

  • Alternates between working first shift (9:00 a.m. to 5:00 p.m.) and second shift (3:00 p.m. to 11:00 p.m.) depending on program and program participant needs.

  • Performs such other related tasks and duties that are assigned or required.
