Position Overview: The Development Engineering Senior Manager's role is to plan, coordinate, and supervise all activities related to the design, development, and implementation of information systems, software and artificial intelligence/machine learning applications. The Senior Manager is also responsible for maintaining, supporting, and upgrading existing systems and applications. This individual will apply proven communication skills, problem-solving skills, and knowledge of best practices to guide his/her development team on issues related to the design, development, and deployment of mission-critical information and software systems.

Location: Hybrid, downtown Pittsburgh, Pennsylvania.

Job Responsibilities:

Strategy & Planning Lead pre-testing phase of development by evaluating proposals to identify potential problem areas and make the appropriate recommendations. Ensure that development projects meet business requirements and goals, fulfill end-user requirements, and identify and resolve systems issues. Review and analyze existing application effectiveness and efficiency, and then develop strategies and roadmaps in conjunction with the Enterprise Architecture team for improving or leveraging these systems.

Acquisition & Deployment Manage the development and deployment of new applications, systems software, and/or enhancements to existing applications throughout the enterprise including artificial intelligence. Research and make recommendations on software products and services in support of procurement and development efforts. Coordinate feasibility studies for software and system products under consideration for purchase, and give advice based on findings. Ensure that any new software integration into company systems meets functional requirements, system compliance, interface specifications and architectural standards. Utilize experience and knowledge in Continuous Integration/Continuous Delivery (CD/CD) methodologies, associated branching strategies to drive efficiency and expediency of development. Collaborate with analysts, designers, product owners and scrum teams in the testing of new software programs and applications.

Operational Management Manage and provide direction for the application development team in support of business operations, development practices, etc. Identify and resolve program errors. Provide technical leadership to project managers and programmers working on development project teams including development and accountability for appropriate KPI's and standards. Design, develop, and install enhancements and upgrades to systems and application software. Liaise with product teams, cloud and infrastructure teams to assist with quality assurance, program logic, and data processing. Cultivate, disseminate, and enforce functional policies, procedures, and quality assurance best practices. Where necessary, prepare, establish, and monitor budgets.

Education & Experience Required Bachelor's degree in computer systems design, computer science, or related discipline. 10 years direct experience in software development and/or programming design and systems management.

Knowledge & Experience Required

Proven experience in ov rseeing the direction, development, and implementation of software solutions. Direct, hands-on experience with automated software and system management tools that adhere to best practices for CI/CD and release management. Strong knowledge of system and software quality assurance best practices and methodologies. Extensive experience with core software applications, including Microsoft Azure PaaS services, Azure DevOps, etc. Knowledge of programming languages including: .Net, XML, Java, Python, C++ and R Good project management skills and/or substantial exposure to project-based work structures, project lifecycle models, including but not limited to Product Management, Agile, Devops and Scrum. Knowledge of database design and file management techniques. Working knowledge of API development and integration into Cloud and On-Premise systems. Excellent understanding of the organization's goals and objectives. Knowledge of applicable data privacy and regulated utility practices and laws.

Scope: Primary focus is on day-to-day management of operational execution. Also develops and exercises business plans, policies, and procedures. Contributes to proactive planning exercises of management team as requested. Trains and develops staff. Plans the workflow. Looks areas of process improvement and directs available resources to accomplish this. Leads change and implementations for direct team as pushed down through the organization.

Decision Impact: Resolves problems of great complexity. Improves existing processes and systems using conceptualizing, reasoning, and interpretation skills. Solutions require thorough understanding of business strategies and issues. Defines broad based solutions that would require consideration of wider implications on organizational results and resources.

Hybrid Work: Position follows our hybrid work model, with a minimum of two days working in the office and the remaining days working remotely. Reporting location and frequency may be subject to change based on job role and department needs.
