About the Program

A stable, prosperous, peaceful, and resilient PNG is critical to Australia's interests. Australia is PNG's largest development partner, its main partner on economic and security issues.

The Australia PNG Subnational Program (APSP) comprises of an enabling Facility mechanism and four separately designed programmed activities including Bougainville Partnership, Kokoda Initiative Partnership, the Western Province Partnership, and the Subnational Governance Implementation Plan. Each program activity has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems.

The Subnational Governance Implementation Plan (SGIP) is part of the Subnational Strategic Framework. The SGIP’s goal is to improve capacity, governance, and service delivery at subnational level, and greater coordination of Australian investments. The SGIP also prioritises engagement with key national agencies to support targeted provincial capacity development, improved policy compliance and opportunity for policy dialogue.

To achieve the aims of SGIP, the following will be undertaken.

  • Carry out Organisational Capacity Assessments (OCA) with Provincial Administrations in selected provinces.

  • Implement Provincial Capacity Development Plans targeting priority organisational areas/functions, determined by the OCA findings and recommendations and in consultation with the administration.

  • Align service delivery with the Government of PNG’s minimum priority areas.

Stronger coordination of PNG-Australia partnership programs at subnational level.

About the Opportunity

The Communications Coordinator reports to the Deputy Team Leader(SGIP) and is responsible for delivering key communications products, public diplomacy materials and maintain public relations with key stakeholders. This position forms part of the Communications Community of Practice led by the Communications Manager.

The Communications Coordinator will provide high level communication support to the SGIP and APSP (as required). The Communications Coordinator will ensure the quality and validity of communications products and monitor and strengthen APSP communications systems and processes.

A key function of the position will be the demonstration of a visible and systematic commitment to achieving gender equality of Abt and for achieving against agreed gender equality performance objectives.

Key responsibilities

Specific duties include but are not limited to the following:

  • Provide strategic communication and public relations advice and content to the SGIP program teams;

  • Support the implementation of the SGIP and APSP Communication Strategies (as required) and project strategies as they arise, including producing strategic public diplomacy materials

  • Implement relevant components of the APSP GEDSI strategy (as required);

  • Produce high quality communications products including press releases, corporate reports, meeting minutes, talking points, social media content including short videos, and identifying content for the Abt internal newsletter);Collate information from a variety of sources, extract relevant material and present it in a coherent manner;

  • Field inquiries from SGIP stakeholders and partners;

  • Develop and produce content for Australian High Commission website and social media accounts for DFAT funded activities under the SGIP (public diplomacy) and APSP (as required)

  • Utilise desktop design and publishing software to produce reports and other media material for stakeholders;

  • Market, communicate and coordinate events including assisting with the coordination of events including launches, seminars, conferences and other key SGIP and APSP communication activities (as required);

  • Provide creative, editorial and operational support for communications projects;

  • Facilitate in house communications training for SGIP teams;

  • Collaborate with relevant Advisers, the MERL and GEDSI team to apply gender equality and social inclusion principles as a standard requirement across all media and communications products;

  • Raise the profile and visibility of SGIP activities and APSP (as required);

  • Facilitate the sharing of information across the partnerships and support stakeholder engagement;

  • Undertake media monitoring for SGIP PD pieces;

  • Manage the partnership brand in line with DFAT guidelines;

  • Support the implementation of SGIP outcomes; and

  • Any other reasonable duties as directed by the Deputy Team Leader, SGIP

Other

  • Compliance with DFAT and Abt Associates policies.

  • Participate in communities of practice, as relevant.

  • Any other reasonable duties as directed by the Communications Manager, APSP

Key deliverables

  • Ensure output plans, work plan and reports are delivered on time and to a high standard as agreed with the Deputy Team Leader (SGIP) and Communications Manager APSP.

  • Provide high quality progress reports in line with the Abt Associates guidelines and standards.

  • Ensures the integration of Gender, Equality, Disability, Social Inclusion and Democratic Governance approaches into all field activities and project plans.

  • Implementing Partners, DFAT, GoPNG, Media Partners, and key stakeholders working at national and subnational levels

About You

For applications to be considered, a response to the key selection criteria below must be provided .

  • Hold a tertiary level qualification in communications, public relations, marketing or relevant field

  • Excellent written English language skills with the ability to collaborate work across a large team

  • Demonstrated understanding of Gender, Equality, Disability, Social Inclusion principles and ability to apply them to communications activities.

  • Demonstrated understanding of government or DFAT reporting and communications requirements (desirable)

  • Demonstrated at minimum 3 - 5 years of professional experience working in a communications, journalism or marketing role with excellent writing and editing for different mediums and audiences

  • Demonstrated design skills and use of software design packages with the ability to produce high quality text and communications products

  • Good interpersonal skills with an ability to build effective teams collaborate and influence others, especially in a cross-cultural context.

  • Ability to work effectively with internal and external stakeholders to collect, clarify, collate and share information/data.

  • Effective time management, with proven delivery of activities and reports on schedule.

  • Ability to work under limited supervision.
