About the Program

Abt PNG Management Services supports five Abt programs based in PNG. This Shared Services Platform supports the following programs with service triaged and prioritised based on risk.

The programs include:

  • Australia PNG Economic Partnership (APEP)

  • Australia PNG Subnational Program (APSP)

  • PNG-Australia Transition to Health (PATH)

  • PNG Partnerships for Improving Education (PIE)

  • PNG Women’s Lead (PNGWL)

About the Opportunity

Whilst the APSP partnerships are responsible for their own delivery, the Secretariat will provide additional support through increased emphasis on facilitation, coordination and cross-partnership collaboration to identify collective learning and synergies and to bring a higher level of accountability to APSP as a whole. This will be aligned with the Facility Performance Assessment Framework (PAF) and Implementation Plan to demonstrate that the APSP is performing against its mandate and internal governance requirements.

The Secretariat will perform the five functions of;

  1. Governance,

  2. Strategic Priorities,

  3. Program Integrity,

  4. Strategic Engagement and

  5. Risk Management.

Specific Responsibilities

Provide secretariat support and be responsible for.

  • Supporting the Secretariat Manager to manage meetings, including the development of agendas and coordination of meeting papers; drafting of meeting minutes and outcomes and oversee their implementation so that critical matters of the Facility are addressed, and decisions made.

  • Manage a calendar of meetings for the APSP Management and the Shared Services Management.

  • Support logistics of meetings, events, and seminars (room bookings, catering, setting up IT, etc).

  • Provide other secretariat support as required, for example ad hoc corporate workshops and other forums in coordination with the Secretariat Manager.

  • Provide administrative support to the office of the Chief Operating Officer and other key staff as required.

  • Integrate and promote principles of gender equity and social inclusion in all aspects of this role including in support of activities and events.

  • Maintain a high level of confidentiality and use a high degree of discretion.

  • Ensure compliance with DFAT and Abt policies and procedures.

  • Any other reasonable duties that support Abt deliverables as directed

Specific Deliverables

  • A well-coordinated secretariat function both within APSP and with the Australian High Commission.

  • Delivery of high-quality reports and professional documents for a wide range of audience.

Key working relationships

  • Chief Operating Officer

  • APSP Executive Director

  • Secretariat Manager

  • Partnership Leads – PATH, APSP, PIE, PIPP, APEP, PNGWL.

About You

For applications to be considered, a response to the key selection criteria below must be provided;

  • Tertiary degree in a related field such as community development, political science, governance, economics, etc.

  • 5+ years professional experience providing high level and quality support.

  • Broad exposure to governance challenges in Papua New Guinea, including an understanding of the political, environmental, and legislative frameworks within which the Facility operates.

  • High level of analytical and writing skills including the preparation of meeting papers, briefs, and policy analysis for a government audience.

  • Excellent project management, delegation, and negotiation skills to meet key deliverables within timeframes, including the ability to manage upwards.

  • Exceptional interpersonal skills and relationship management expertise, with proven results in working with senior leaders and officials, using sound judgement, and managing sensitive and confidential information.

  • Demonstrated initiative and the ability to collaborate with team members towards a shared purpose.

  • A demonstrated commitment to fostering a culture of gender equity and social inclusion within the team and through project management practices.
