About the Program

The Papua New Guinea (PNG) Australia Transition to Health (PATH) is a five-year (2020-2025) health sector program funded by the Australian Government under the PNG – Australia Partnership for Development. PATH works with the Government of PNG (GoPNG) to improve coverage and quality of health services for the people of PNG through effective, equitable, efficient, and inclusive interventions.

Guided by the National Department of Health (NDoH), Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH) are responsible for the delivery of health services across PNG.

PATH assists NDoH, PHAs and BDoH to strengthen systems for health service delivery targeting infectious diseases, and reproductive, maternal, newborn child and adolescent health, with a focus on promoting women’s leadership.

PATH’s end of investment outcomes (EOIO) are:

  1. PHAs more able to lead provincial health reform and manage effective, efficient, equitable and quality essential health services in selected provinces.

  2. DFAT-funded health services are demonstrating efficient and effective models of service delivery, influencing PHA performance; and building sustainability by transitioning to PHA management in selected provinces.

PATH’s intermediate outcome (IOs) are: Provincial Health Authority Leadership, Women in Leadership and Essential Health Services.

PATH is a locally-led, adaptive, and politically-informed program that seeks to maintain flexibility to respond to changing and local circumstances over the life of the program.

About the Opportunity

The Program Delivery portfolio is the largest, highest value and highest risk portfolio under PATH management. The Senior Manager, Program Delivery and Cohesion is a key member of the Program Delivery Management Team. The position is focused on strengthening cohesion across the work units across both Program Delivery workstreams, i.e. Health Security and PHA Support (HS&PHA Support) and Frontline Health Outcomes (FHO).

Specifically, the Senior Manager will:

  • Support Program Delivery Leads (HS&PHA Support and FHO) to strengthen portfolio management (programs, contracts, and grants), quality assurance, performance, and program cohesion across the Program Delivery workstreams;

  • Lead a regular Program Cohesion forum with senior manager representation across all PATH workstreams (including Gender Equality, Disability and Social Inclusion [GEDSI] and Safeguarding Performance and Adaptive Systems [PAS], and Operations ) and facilitate communication, coordination, collaboration, and cohesion across the Program;

  • Support the management of grant redesign processes, program evaluation process (internal and external) and related budget management and other activities requiring cross-workstream coordination.

Key responsibilities

The Senior Manager will be responsible for, but not limited to the following:

  • Under the management and supervision of the Program Delivery Lead – HS&PHA Support, assisting both Program Delivery Leads to strengthen management and performance across the portfolio by identifying program inhibiting issues and implementing solutions

  • Working closely with PATH Leads to strengthen workstream management, including addressing constraints identified by the Executive Team

  • Facilitating communication, coordination, collaboration, and cohesion across all PATH workstreams - Program Delivery as well as Gender Equality, Disability and Social Inclusion (GEDSI) and Safeguarding Performance and Adaptive Systems (PAS), and Operations

  • In close coordination with Program Delivery Leads and PAS Lead, ensuring the application of quality assurance processes which result in outputs meeting acceptably high technical and editorial standards

  • Effectively managing tasks/projects (as requested) ensuring program deliverables, milestones, budget, risk management and reporting requirements are met

  • Supporting the implementation of the PATH Transition Framework (integrated with current and new activities of PATH’s Annual Workplan)

  • Developing and maintaining effective working relationships key stakeholders, partners, and relevant others

  • Ensuring operational compliance across the Program Delivery portfolio including:

  • Key program planning documents are up-to-date and in accordance with the priorities of the Program,

  • Compliance with the Abt operations manual, Abt financial controls manual (grants coordination, management, and administration), grant procedures and Commonwealth Procurement Rules

  • All activities consider and demonstrate value for money

  • Working with Leads on staff management matters including building capacity and managing performance

  • Other duties as reasonably directed.

Key deliverables

  • Program Delivery strengthened through effective communication, coordination, and collaboration across PATH workstreams

  • Tasks/Projects under direct management are effectively managed including program deliverables, milestones, budget, reporting and risks

  • Program Delivery portfolio KPIs and reports meet quality standards, are submitted on time and accepted by AHC.

About You

  • Relevant tertiary qualifications in Development Studies, Public Health, or related field

  • Over 5 years demonstrated similar experience in DFAT-funded programs in Papua New Guinea.

  • Well-developed and demonstrated project management experience

  • Strong written and verbal communication skills

  • Demonstrated ability to operate with innovation, adaptability, flexibility, and resilience to accommodate change in a complex, uncertain, high-energy environment such as PNG or Pacific region or a comparable experience.

  • Experienced user of the Microsoft Office suite of software programs and other graphic/visual software such as Visio or similar.

  • Strong analytical and writing skills including the preparation of reports and briefs for internal and external stakeholder audiences, including with senior government officials.
