Charter Care Health Partners Manager, HR Systems and Compliance in Providence, Rhode Island
Position Summary:
The Human Resources Systems and Compliance Manager is responsible for overseeing and optimizing the organization’s HR systems, ensuring compliance with all relevant laws, regulations, internal policies, and contractual obligations. This role is key in ensuring that HR systems and processes are efficient, integrated, and compliant, while driving improvements that support the organization’s strategic goals. The manager will work closely with Payroll, Finance, IT, legal, as well as other internal teams to ensure smooth and compliant operations within the HR function and human capital reporting.
Key Responsibilities:
HR Systems Management
Oversee the management, maintenance, and enhancement optimization of HR systems, including HRIS, ATS, LMS and benefits administration platforms.
A technology partner to the payroll department for cross functional HCM testing.
Ensure HR systems are configured to meet organizational and regulatory needs.
Collaborate with internal stakeholders to assess system needs, provide departmental and end user training as well as managing system accesses.
Troubleshoot and resolve issues related to HR systems and data integrity.
Serve as the subject matter expert for HR systems and lead system upgrades and implementations.
Super/Admin user on all human capital technology platforms.
Vendor relationships and building strategic partnership to best optimize the end use of the product investment.
Compliance
Monitor and ensure compliance with federal, state, and local labor laws, including but not limited to FMLA, EEO, ACA, HIPAA, OSHA, and wage and hour regulations.
Lead internal HR compliance audits, prepare reports, and ensure corrective actions are taken as needed.
Stay updated on legislative changes impacting HR compliance and ensure policies and procedures are modified accordingly.
Collaborate with legal counsel to address complex HR compliance matters and to reduce legal risks.
Maintain employee records in compliance with legal and company requirements.
Reporting and Analytics
Develop and maintain dashboards and reports for HR metrics, including compliance tracking, employee demographics, retention rates, and other key HR analytics.
Analyze trends and provide recommendations for HR system improvements or compliance risks.
Provide detailed reports for senior management, audits, and regulatory filings.
Policy Development and Implementation
Develop and maintain HR policies and procedures to ensure compliance with all applicable laws and regulations.
Regularly review and update employee handbooks, internal documentation, and compliance training materials.
Support training initiatives related to compliance, system use, and data privacy for HR and broader organizational teams.
Data Security and Privacy
Oversee the security of employee data and ensure the organization complies with data protection regulations (e.g., GDPR, CCPA).
Work closely with Compliance, IT and legal to manage and resolve data breaches or security issues.
Develop policies and practices to safeguard HR-related information.
Required Qualifications:
Bachelor’s degree in Human Resources, Information Systems, Business Administration, or a related field.
5+ years of experience in human resources, with a focus on HR systems and compliance.
Strong knowledge of federal, state, and local labor laws and compliance standards.
Experience with HRIS systems (Oracle, Workday, ADP, SAP, or similar) and related tools.
Excellent analytical and problem-solving skills.
Ability to lead cross-functional teams and projects.
Proficiency in reporting and data analytics tools.
Preferred Qualifications:
Certification in HR (SHRM-CP, SHRM-SCP, PHR, or SPHR).
Project management experience or certification (PMP, Six Sigma).
Experience in HR system implementations and integrations.
Knowledge of data privacy regulations and practices.
