Basic Function

The current vacancy is in the Public Works department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

The Construction Program Manager position is responsible for executing the annual capital improvements construction program for the Public Works Department. This position will supervise a team of Engineering Technicians that accomplish field services for a wide variety of construction projects throughout the County. The Construction Program Manager is responsible for managing contracts, reviewing and negotiating change orders, processing pay requests, communicating with property owners (residential and commercial) and County staff, and tracking labor statistics as prepared by the Engineer Technician staff assigned to each respective project, and keeping department leadership informed as to project progress. This position will report to the Deputy Director of Public Works, have daily contact with the department director, and may be called upon to present construction project statuses to the County Manager and/or Deputy County Manager. The Construction Program Manager position does not require professional licensure as an Engineer.

If an internal candidate is selected, salary will be set in accordance with the personnel rules (i.e., promotion, transfer, or voluntary reduction).

  • Promote a diverse, culturally competent and respectful workplace.

  • Oversee staff, operations and activities of a division or major work group (Construction, Design, Maintenance, Traffic) within Public Works.

  • Prepare and administer the budget for a division of the Public Works Department.

  • Direct, supervise and coordinate the work of division or major work group personnel and consultant based professional services responsible for: the application for funding of projects; the preparation of reports, plans, specifications and cost estimates for projects; the installation and maintenance of traffic signs, signals and pavement markings; surveying and construction inspection; the acquisition of right-of-way for projects; cost and materials accounting on construction projects; and the maintenance of county roads bridges, pedestrian and bicycle accommodations, traffic signals and water resource structures and other engineering projects.

  • Provide guidance and perform engineering duties related to the evaluation and design of traffic safety improvements, traffic controls (signals, roundabouts, signing and striping), traffic studies, maintenance activities and roadway projects.

  • Direct and organize the review, planning, programming, funding and establishment of priorities for public works projects and maintenance operations.

  • Conduct, attend, and present at meetings with staff, citizens, public officials, other government agencies, consultants, contractors and suppliers to discuss, negotiate and represent the county's interests, incorporate public input, and ensure compliance with county's policies, applicable federal, state and local laws, ordinances and standards.

  • Coordinate construction and maintenance projects with other agencies, such as Ramsey County Parks and Recreation Department, municipalities, other counties, Federal Highway Administration, Federal Transit Administration, Watershed Organizations, Minnesota Pollution Control Agency, Minnesota Department of Natural Resources, and the Minnesota Department of Transportation.

  • Prepare Requests for Proposal (RFP), contracts, Requests for Board Action and assist with Interagency coordination in support of department programs, projects and services.

  • Develop, certify and implement plans, specifications, right-of-way acquisitions and construction and maintenance activities in conformance with applicable federal, state, and local laws, policies and standards.

  • Represent Ramsey County Public Works on special committees pertaining to transportation issues before other governmental agencies.

(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position’s management approved work schedule is required.)

Minimum Qualifications

Education: Bachelors degree in civil engineering, construction engineering, construction management, project management or a related field from an accredited college or university.

Experience: Seven years of experience as an engineer, including three years as an Engineer 3 or equivalent combination of design/construction experience.

Substitution: None.

Certifications/Licensure: A valid driver’s license. Engineer 4- Registration as a licensed professional engineer in the State of Minnesota is required. Construction Program Manager- Registration as a licensed professional engineer in the State of Minnesota is preferred.

Preferred: Master’s Degree in civil engineering, public administration, business administration or related field.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

Training and Experience Rating = 100%

The examination for Construction Program Manager will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Construction Program Manager . This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 60 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
