Responsibilities As a Management and Program Analyst you will be responsible for the following duties: The incumbent is primarily responsible for providing broad support services to the NBIS Executive Program Manager, Component Chiefs and subordinate work units. Incumbent ensures the effective and efficient operation of all support activities for NBIS. Accomplishes work in accordance with delegations of authority and appropriate laws, rules, regulations, policies, and procedures. Manages and plans day to day activities on a regular basis for assigned components, revises schedules to meet changes in workload, gives special instructions on difficult operations, answers programmatic questions about work, and informs higher level supervisors of anticipated revisions to requirements, timelines, methodologies or procedures to satisfy non-standard complex program or project support of mission priorities. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-5 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience performing various administration support functions. Experience analyzing and evaluating information to determine compliance with applicable policies, guidelines, regulations and procedures. Experience using information, information systems, and technology to increase capability, and proficiency in relevant software programs. Has the ability to identify problems and propose solutions. Has a general knowledge of the principles of program management. OR 1 full year of graduate level education. Specifically you will be evaluated on the following competencies: 1. Planning and Evaluating; Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Education If substituting education for experience at the GG-07 level, you must possess a masters or equivalent degree. If substituting or combining education for experience, transcripts MUST be provided. Failure to provide transcripts will result in you being rated ineligible for this position.
