Department of the Navy/Assistant for Administration PROGRAM ANALYST in Quantico, Virginia

Responsibilities You will evaluate program operations and inspections, identifies complex problems, inefficiencies, other actual/potential problems, and develop recommendations for solutions. You will identify problem areas within the program administration processes of the CLEOC case management system, makes recommendations, and assesses, revises policies and procedures to resolve issues. You will find ways to improve quality, timelines and efficiency of program management/administrative work. You will be responsible for overseeing and developing strategic planning for the execution and resolution of data and technical IT problems. You will develop and work collectively with management on standard operating procedures (SOP’s), policy, and business rules, as applicable. Requirements Conditions of Employment Qualifications GS-13: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience compiling data and identifying facts and potentialities (such as shortcomings and opportunities for improvement); and Experience performing a range of qualitative and quantitative analyses, identifying statistical relationships such as correlations and variances, to draw conclusions and devise solutions to issues encountered in the development and management of support to the Consolidated Law Enforcement Operations Center (CLEOC) case management system. GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience monitoring the CLEOC modernization efforts; Experience serving as a tester on the system to identify any technical issues that need to be addressed by the developers; and Experience reviewing and evaluating enhancements to the CLEOC case management system. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. Several vacancies may be filled.
