State of Massachusetts Data Analytics Manager (Administrator VI) in Quincy, Massachusetts
Position Summary The Data Analytics Lead at the Massachusetts Registry of Motor Vehicles (RMV) is a key role responsible for overseeing the advancement of data-driven decision-making across the organization. This individual will analyze datasets big and small, uncover meaningful business insights, and provide actionable recommendations. They will play a strategic role in working with leadership to set develop analytics priorities, define objectives, and ensure that data initiatives are aligned with organizational goals. By fostering a data-centric culture, the Lead will enable departments to track productivity, identify operational improvements, and leverage trends and patterns for strategic planning, fraud prevention, and service optimization. This role will also provide analysis to support policy and legislative goals and improve operational efficiency. The role also involves highlighting data quality issues, managing the intake process for analytics projects, and collaborating with internal IT teams and external vendors to develop and enhance reports and dashboards. Duties and Responsibilities Guide and direct the development of Analytics Strategy and Prioritization * Partner with senior leadership to define and prioritize analytics initiatives that align with RMV’s strategic goals. * Develop and oversee the maintenance of a data analytics roadmap that balances immediate operational needs with long-term strategic objectives. * Oversee and manage the intake process for analytics projects, ensuring alignment with organizational priorities and resource allocation. * Provide guiding principles and follow clear guidelines for project scoping, prioritization, and execution. Oversee Data Analysis and Insights * * Develop and analyze complex datasets to derive actionable insights and recommendations for decision-making. * Develop and present analysis reports and recommendations that effectively communicate findings to diverse audiences and departments. * Identify and address data quality issues, and identify opportunities for improvement. * Perform ad hoc data wrangling and analysis with agility to support evolving business needs and decision-making. *Departmental Collaboration and Culture Building * * Facilitate communication upward and foster a culture of data-driven decision-making by training and mentoring departments in leveraging data and analytics. * Oversee and enable teams to use data for tracking performance, SLAs, productivity, improving processes, and evaluating outcomes. * Work closely with business, IT teams, and external vendors to increase the adoption of analytics. *Pre-Hire Process * Upon a conditional offer of employment, applicants must agree to and successfully satisfy: (i) a comprehensive name-based and fingerprint-based background check of his/her state and federal criminal history records information from all U.S. states, the District of Columbia and certain U.S. Territories and from some foreign nations; (ii) an employment reference check, and (iii) a satisfactory review of his/her driving records to be eligible for this position.
