Federal Highway Administration Supervisory Program Manager - FEDERAL EMPLOYEES AND VEOA ONLY (Operations and Engineering Director) in Raleigh, North Carolina

Summary The position serves as the Director of the Operations and Engineering for the North Carolina Division of the Federal Highway Administration and is responsible for instituting and implementing a complex program to attain the Division goals and objectives, carrying out stewardship and oversight activities. The Director is responsible for developing Division policy, interpreting national policy and providing leadership, coordination, and authoritative advice to top State and local officials. Responsibilities As a Supervisory Program Manager, you will: Serve as the principal advisor to the DA and DDA providing direction on a Statewide basis, for the management, implementation, program direction, and coordination of all phases of new and existing Federal-aid highway programs in discretionary grants, environment, major projects, structure and bridge, pavement and materials, design, construction, local public agencies, and asset management. Provide leadership in development and implementation of Division strategic planning and program management activities including development of annual Unit Plan, stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, implementation of a performance-based planning and programming process, and identification and tracking of performance measures and the associated reporting processes. Direct staff activities necessary to implement strategic goals and objectives for assigned program areas. Direct staff activities and resources necessary to review programs for effectiveness and compliance with Federal laws, regulations, policy, and best practices and ensures that staff activities achieve strategic goals and objectives. Represent the Division Office to resolve complex problems involving program management, implementation, and project development to assist in developing appropriate State policy to meet Federal requirements. SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience performing program management principles and practices relating to Federal-aid surface transportation programs; AND Experience in providing program oversight and conducting process reviews and strategic planning, specifically, experience working with the Strategic Plan, Strategic Implementation Plan, Unit Plan, and program and risk assessment process.
