Air Education and Training Command Human Resources Specialist (Employee & Labor Relations) in Randolph AFB, Texas

Summary The primary assigned location will be at the JBSA Randolph NAF Human Resources Office but may be required to also work from other JBSA locations. This is a regular part-time category position with guaranteed 20 hours per week, may work up to 40 hrs./week. Employees appointed to a regular category position are eligible for benefits. Responsibilities Acts as the Joint Base San Antonio (JBSA) Assistant NAF Labor Relations Officer for the Servicing Agency, 502d Force Support Squadron, and 802d Force Support Squadron. Represents management during mediations/union grievances and when dealing with local union issues. Establishes and maintains collaborative working relationships with employees, management, and union representatives allowing for effective resolution of issues. Administers approved labor agreements for NAF bargaining units. Provides advisory services to all levels of management and offers in-depth training to first and second level supervisors. Remains current on labor law decisions, interprets laws, regulations, and legal decisions and uses this knowledge when advising management. Researches and responds to all allegations of Unfair Labor Practices (ULP). Files ULPs if needed. Prepares comprehensive responses to inquiries such as Congress, higher headquarters, Equal Employment Opportunity, etc. Assists management with responding to all types of complaints and inquires. Ensures all responses are in compliance with regulations, legally sufficient, and in conformance with labor agreements. May negotiate labor agreements or supplemental agreements. Serves as technical advisor and/or management representative during third party proceedings. Regularly works with EEO and Legal staff regarding such proceedings. Performs a full-range of employee relations management for all JBSA locations and Servicing Agency. Advises management on the full range of corrective techniques available to respond to conduct and performance issues. Explains laws, rules, and negotiated contracts. Conducts fact-finding and uses good judgement in getting to the root-cause of misconduct and/or performance deficiencies. Advises management on the performance management program. Prepares case files for all disciplinary and adverse actions reviewed. Assists with preparation of the final version of employee memorandums (Reprimand, Notice of Proposed, Notice of Decision, etc.). Provides training to lower-graded human resources staff as required. Other related duties as assigned. Qualifying Experience: Applicant must have progressively responsible experience in Human Resources Management. Experience which provided knowledge of a range of HR case law, principles, policies, practices, and regulations sufficient to perform analysis of situations. Experience with union contracts and advising management on the proper administration, writing and/or advising on disciplinary actions, and collecting data to make sound decisions is needed. Prior experience in NAF HR, Employee Relations, and Labor Relations is preferred. Must be familiar with personal computer applications such as Windows, MS Word, Excel, Access, and the Internet. Knowledge, Skills and Abilities (KSA's):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a range of HR case law, principles, policies, practices and regulations. 2. Ability to communicate with others effectively, both orally and in writing. 3. Skilled in dealing with customers and the public. 4. Knowledge and skills with personal computer applications such as Windows, MS Word, Excel, Access, and the Internet. 5. Knowledge of CBA/Contract administration 6. Knowledge of a full range of HR laws, regulations, and case law 3. Knowledge of Labor Relations, including required notifications and grievance procedures 7. Skill in writing legally sufficient disciplinary memorandums 8.
