The CSCP Organization is responsible for traditional supply chain functions such as Plan, Source, Make, Deliver, but also manages supportability (spares), decommissioning and disposition of Data center assets worldwide. We deliver the core infrastructure and foundational technologies for Microsoft's over 200 online businesses including Bing, MSN, Office 365, Xbox Live, Skype, OneDrive and the Microsoft Azure platform for external customers. Our infrastructure is comprised of a large global portfolio of more than 200 datacenters supporting services for more than 1 billion customers in over 90 countries worldwide.
We have an exciting opportunity under the Cloud Decommission Management (CDM) organization as the Site Closures & Optimization (SCO) team is tasked with the planning and execution to deliver end-to-end legacy site closure decommission projects on time. For SCO to be successful, we must drive a predictable and repeatable operating model and supporting processes to deliver and scale the Microsoft Cloud. This is an opportunity to play a key role in our Site Closures & Optimization business.
We are looking for a Senior Technical Program Manager who will assist in growing the Site Closures & Optimization program and ensuring SCO scales appropriately to meet the future demand in this space. The Senior Technical Program Manager role encompasses a broad scope, including program envisioning, stakeholder alignment and engagement, business model and capability definition, process design, cross-functional program planning, and end-to-end execution. Success in this role requires the ability to co-envision new strategies for how our cloud infrastructure is decommissioned with an open mind to continuous improvement and adaptation to changing business needs. Responsibilities
As a Senior Technical Program Manager, you will be able to execute strategies to deliver end-to-end cloud infrastructure decommission initiatives to support the next generation facility infrastructure, capacity demands, and cost reduction at scale in a dynamic, fast paced environment. Applying a systems-thinking approach, you will need to understand the product/program lifecycle process, apply technical insights and deep knowledge of constraints along the decommission execution process and across ecosystem teams to drive site closures that ensure predictable delivery of on time exit. You are part of a global team where you plan, lead, and coordinate with global stakeholders and external suppliers to decommission legacy cloud infrastructure facilities.
• Primary responsibility is driving cloud infrastructure decommission projects required to vacate facilities by exit date, leveraging knowledge of formal program and operations management principles.
• Plan and execute small and large-scale complex site closure initiatives, including the evaluation process with vetting and feasibility research, manage review and approval phase and successfully execute by driving hardware decommissions, terminate cloud connectivity and oversee facility restoration.
• Research and understand all upstream and downstream dependencies as part of the site closures assessment. Coordinate with key stakeholders to ensure on-time exit from the closing facility.
• Balance the customer’s requirements with technical constraints (e.g., application size, network bandwidth, hardware/software/equipment selections) to ensure that the value of the project is realized.
• Apply a broad and deep understanding of customers, partners and internal groups' needs, drivers, and decision-making processes.
• Plan, strategize, and influence priorities and decisions to drive transformation of the Azure Cloud Decommission Management business.
• Collaborate with business partners to identify alternative solutions and options to resolve business challenges; gain buy-in across the business partner stakeholder group on final recommendations and cross-functional team alignment.
• Work with partners on defining and controlling program scope, creating, and executing committed milestones and schedules as well as maintaining and reporting out program deliverables across the region.
• Assist in the creation of new reporting capabilities and process documentation.
• Drive clarity and alignment across business partners on multi-phased roadmap for solution implementation; ensuring alignment to minimum viable scope at each phase.
• Oversee and manage large-scale hardware migrations across multiple sites.
• Familiarity with functional operations of server, storage and network functions.
• Establish and manage expectations for delivery and benefit realization across stakeholders.
• Build and maintain collaborative relationships and trusted partnerships across the Microsoft Engineering Group landscape.
• Identify and develop strategic relationships with new and existing internal cloud infrastructure partners and other internal groups to enhance networks and open communications.
• Enable/drive and support workflow orchestration, and integration efforts whilst enabling systemic automation along with effective data management.
• Lead with outstanding communication, problem solving, analytical and program management skills.
• Coordinate with data center operations and engineering teams to improve scalable site closures and decommission activity and related performance.
• Responsible for end-to-end site closures lifecycle, carefully balancing delivery quality and managing priorities, taking corrective actions as necessary to meet stated business objectives.

Qualifications
Required Qualifications:
Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development.
OR equivalent experience.
2+ years experience managing cross-functional and/or cross-team projects.
3+ years of cloud infrastructure experience and proven track record of managing hyper scale program/project delivery within large IT/Telecommunications, Internet Service Provider, cloud-based technology business or similar industry.

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings:
Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
Preferred Qualifications:
Bachelor's Degree AND 8+ years experience in engineering, product/technical program management, data analysis, or product development.
o OR equivalent experience.
6+ years experience managing cross-functional and/or cross-team projects.
1+ year(s) experience reading and/or writing code (e.g., sample documentation, product demos).
7+ years of cloud infrastructure experience and proven track record of managing hyper scale program/project delivery within large IT/Telecommunications, Internet Service Provider, cloud-based technology business or similar industry.
Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $117,200 - $229,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $153,600 - $250,200 per year.
