The Air Gapped Cloud (AGC) Compliance and Program Security organization combines Microsoft’s extensive datacenter Assurance, Environment, Health, and Safety ( EHS) & Security experience with the rigorous standards of our United States (U.S.) Government partners to create the safest and most secure cloud computing environments anywhere, enabling the mission-critical capabilities needed to keep our nation at the forefront of technology.
The Specialized Screening Program Manager oversees compliance with all CO+I’s commercial cloud background screening program requirements. The cloud background screening program supports required background screening compliance for datacenters around the globe.

Responsibilities
The selected candidate will lead formal and/or ad-hoc teams of internal Microsoft stakeholder partners and external Supplier partners to deliver best-in-class personnel security and background screening compliance at Microsoft’s global datacenters. Responsibilities include, but are not limited to the following:
Partner and collaborate closely with peer leaders and stakeholders, focused on maintaining a “One Microsoft” team environment
Develop, manage and maintain CO+I-specific commercial background check and related processes, procedures, reports, training, and improvement plans.
Oversee and deliver assigned projects in accordance with established requirements, deadlines, and applicable employment and privacy law and company policy
Maintain confidentiality, discretion, and protect Microsoft information without question
Contribute to the execution and maturation of a holistic personnel security program and its respective projects across multiple project managers, teams, and organizations
Work closely with Datacenter Operations, Global Security, Corporate, External Partners, Legal Affairs (CELA), Human Resources (HR), and Business Line Managers to drive alignment of background screening requirements
Build a security culture and mindset by informing, communicating and training teams about specialized screening techniques, methodologies and best practices
Document and improve work processes to make background check ecosystem workflow more efficient, simplified, and productive.
Collaborate with a team of vendor personnel to support project and program delivery.
Partner with CO+I procurement and legal counsel to ensure applicable screening requirements for vendor personnel are included in supplier contracts and leases.
Develop and maintain a deep understanding of screening requirements and criteria and function as the subject matter expert for what background screening requirements apply to CO+I, how they impact the business, and influence stakeholders to minimize the impact of change to CO+I.
Qualifications
Required/Minimum Qualifications
4+ years’ experience in Security Program or Security Management or related field.
1 + year experience managing large-scale and global programs that adhere to relevant laws and regulations in various countries.
1 + year experience designing, developing, and maintaining program metrics, policies, tools, and techniques to enable partner teams to maintain compliance with Key Performance Indicators, goals and targets daily/weekly/monthly.
Other Requirements:
Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud Background Check every two years thereafter.
Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local U.S. government agency customers and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, and as a condition of employment, the successful candidate’s citizenship will be verified via a valid passport
Additional or Preferred Qualifications
Bachelor’s degree in security management, criminal justice, administration, risk, or management related field and 8 years’ experience in security or program management
OR related equivalent experience
Confident and skilled in preparing and delivering presentations and briefings to customers, senior leaders, and executives
Able to effectively prioritize and execute tasks in a dynamic and high-pressure environment
Prior background check program management, and/or experience enforcing background check requirements in operational environments.
Experience with or exposure to industry compliance frameworks and audits related to security/background screenings.
Experience providing subject matter expertise of one or more large programs/services while increasing standardization, simplification, and automation
Able to change plans, goals, actions, and priorities in response to an evolving business environment with awareness to operate as a champion for course corrections when necessary
Proficient in the use of Microsoft Office products for business
Maintain confidentiality and privacy without exception.
Security IC4 - The typical base pay range for this role across the U.S. is USD $94,600 - $183,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $122,000 - $200,500 per year.
