The Australian Taxation Office (ATO) Payday Super represents a transformative opportunity to modernize the Super Guarantee (SG) system, addressing the estimated $5.1 billion in unpaid SG annually and improving retirement incomes for millions of Australians. It introduces a core requirement for employers to make super contributions to funds within seven calendar days of payday, significantly accelerating current processes.

The implementation of Payday Super involves extensive collaboration across the SG ecosystem, including employers, digital service providers, gateways, clearing houses, super funds, and the ATO. Preparations include adapting systems, workflows, and compliance practices to meet the faster pace required by the new system. Legislative changes are being developed by Treasury, while the ATO and industry stakeholders work proactively to align with upcoming requirements.

Key to this transition is the ATO's enhanced capability to match Single Touch Payroll data with super contribution reports. This allows for proactive compliance monitoring and faster intervention when employers fail to meet obligations, ensuring more timely contributions for workers. Payday Super will drive significant operational and cultural shifts within the superannuation industry, requiring readiness for faster data processing and regulatory responses.

The ATO is seeking a skilled Mainframe Developer with expertise in COBOL to support the implementation of the Payday Super initiative. This transformative program aims to modernize the Super Guarantee (SG) system, ensuring faster and more accurate processing of superannuation contributions for millions of Australians. As a Mainframe Developer, you will play a critical role in updating, optimizing, and maintaining mainframe systems to align with the accelerated processes and compliance requirements of Payday Super. You will collaborate closely with cross-functional teams to deliver robust, high-performance solutions for this landmark initiative.

Key Responsibilities:

  • Design, develop, test, and maintain COBOL programs to support the Payday Super requirements.

  • Modify existing mainframe applications to accommodate changes in SG processes and legislative updates.

  • Enhance system performance and scalability to meet the faster processing requirements of Payday Super.

  • Analyze and improve existing workflows to support real-time data integration with Single Touch Payroll and contribution systems.

  • Work closely with cross-functional teams, including business analysts, product owners, and system architects, to translate business requirements into technical solutions.

  • Ensure seamless integration between mainframe systems and external platforms, such as super funds, clearing houses, and gateways.

  • Perform unit testing and participate in system testing to ensure high-quality deliverables.

  • Troubleshoot and resolve production issues promptly to minimize system downtime.

  • Ensure that all development activities comply with legislative and regulatory requirements.

  • Create and maintain technical documentation, including code changes, system processes, and operational procedures.

Skills and Experience:

  • Proven experience as a Mainframe Developer with strong expertise in COBOL programming.

  • Proficiency in JCL, VSAM, CICS, and DB2.

  • Experience in modifying and maintaining large-scale mainframe applications in a financial or compliance-driven environment.

  • Strong analytical and problem-solving skills.

  • Ability to work collaboratively in a cross-functional, fast-paced environment.

  • Knowledge of superannuation systems and Single Touch Payroll processes.

  • Experience with legislative or compliance-related projects.

  • Familiarity with integration technologies and data exchange protocols.
