Job Summary

We are currently seeking a Transportation Safety and Security Division Manager within our Critical Infrastructure Business Line (CIBL). This position will be REMOTE .

The CIBL is part of the Environmental and Infrastructure Business Unit in Battelle’s Applied Science and Technology Organization. The CIBL delivers highly differentiated technical services and innovative technology-based solutions in the homeland security, transportation, and energy markets. The Transportation Safety and Security Division Manager is responsible for developing and delivering safety, security and autonomy products and services to government, commercial, and international customers.

Responsibilities

  • Develops and implements strategic and operational business plans, which define the market focus and products and/or services that the Transportation Safety and Security Division will provide to clients.

  • Responsible for the overall financial performance of the division, including attaining gross business volume, net income, and cash flow objectives. Responsible for managing operational expenses, controlling costs, and making investment decisions and/or recommendations.

  • Responsible for achieving intellectual property goals and developing strategies for differentiating offerings by converting intellectual property to value.

  • Manages resource expenditures including staff labor utilization, capital equipment, marketing, bid and proposal, and internal research and development investments.

  • Overseas the execution of projects to ensure client expectations are met within budget and schedule and that project risks are effectively managed from project planning and development through close.

  • Determines business development priorities and investment needs to drive overall top-line growth of the business. Plans, initiates, and performs business development activities to identify potential clients, new business segments, and market needs to maximize business opportunities. Oversees proposals and makes bid/no bid decisions or recommendations. Implements pricing strategies and specific pricing practices to achieve price competitiveness while maximizing profit potential.

  • Performs manpower planning and assures appropriate staffing levels and skill mix commensurate with the business needs. Directs and organizes staff assignments to projects and various investment areas. Manages human resource activities such as developing recruiting strategy and hiring staff, establishing performance goals, appraising performance, and providing opportunities for career development. Provides necessary training and mentor opportunities for staff.

  • Works across Battelle divisions, business lines, business units and national laboratories to ensure continuity and coordination in the areas of business development, client management, program management and opportunity expansion.

  • Develops and maintains relationships with key client agencies and organizations and their staff. Exhibits clear understanding of customer requirements to ensure customer satisfaction.

  • Develops and maintains strategic relationships with key suppliers and business partners to achieve strategic business growth objectives.

  • Ensures staff conduct technical, programmatic, and support activities within the established business ethics, safety, security, and quality policies and procedures.

  • Implements, executes, and communicates the policies and strategic emphasis of top management to staff. Integrates decisions into operating policies.

  • Manages facility and equipment needs including space requirements, new facility and modification decisions, and procurement for home office and offsite locations.

Key Qualifications

  • Bachelor’s Degree in Applied Sciences, Engineering or Business Management and 10 years of experience directly relevant to transportation security, safety, and/or autonomy technology applications.

  • Experience managing business operations for technical products and/or services offerings, including profit and loss management, risk management, program/project management, quality management, business development, contracts support, and health and safety management.

  • Demonstrated experience analyzing markets and working with clients to identify needs, buying habits, delivery requirements, and success factors.

  • Experience leading development of client capture strategies, identifying opportunities, and leading proposal planning and delivery.

  • Experience communicating with clients and industry consortiums.

  • Must have strong communication skills to effectively interact with top management internally and within client organizations, subcontractors, consultants, and staff.

  • Financial management skills to accurately forecast sales, revenue, cost, and margin performance.

  • Ability to manage technically and geographically diverse staff base working from multiple locations including Battelle offices, client sites, and home offices.

  • Proven ability to win contracts and develop and grow business.

  • Critical human relation skills to understand, select, develop, and motivate others.

  • Ability to lead others in the achievement of goals.

  • Travel required, up to 50%.

  • Must be U.S. Citizen.

Preferred Qualifications

  • Bachelor’s Degree in Applied Sciences, Engineering or Business Management and 15 years of experience directly relevant to transportation security, safety, and/or autonomy technology applications.

  • Experience with U.S. Department of Homeland Security and/or U.S. Department of Transportation clients.

  • Demonstrated experience leading strategic growth campaigns and growing IP portfolio, including experience working across organizational lines and with senior and executive leaders to demonstrate progress and return on investments.

  • Experience with Battelle business systems, processes and support organizations is highly preferred. This includes budgeting and forecasting, contracts and procurement management, pricing and proposals, financial systems and reporting, to name a few.

  • Experience speaking at conferences and symposiums.
